Overview

Summary

Five-year contract for basic hygiene audits, testing and staff training at Eskom's Matla Power Station, awarded under an NEC Term Service Contract with a 70% functionality threshold. Tenders close 4 December 2026.

Detailed Description

Eskom Holdings SOC Ltd has issued an open Invitation to Tender for the provision of basic hygiene audit, testing and training services at its Matla Power Station, Mpumalanga, for a period of five years. The contract covers three linked service streams: conducting hygiene audits of the site, carrying out the associated testing, and delivering training to personnel. The detailed scope of work, including audit parameters, testing methods, sampling frequencies, training content and reporting requirements, is set out in the Scope of Work annexure, which should be reviewed in full before a bid is prepared.

The tender is evaluated on a 90/10 or 80/20 preference point system, with the applicable system confirmed on the lowest acceptable tender. Technical evaluation carries 100% of the functionality weighting, and tenderers must score at least 70% to remain eligible. Price is scored separately and is evaluated inclusive of VAT, after correcting arithmetical errors and excluding contingencies. Points for specific goals (B-BBEE status level and designated-group ownership) are added to the price score. The contract will be governed by the NEC Term Service Contract (TSC3) with Option A (priced contract with price list), together with dispute resolution (W1), price adjustment for inflation (X1), changes in law (X2), low service damages (X17), limitation of liability (X18), task orders (X19) and additional Eskom conditions (Z). Contract price adjustment applies from year two, using the CPI Headline index, with a minimum of 15% of the agreement value fixed. Eskom pays undisputed invoices within 30 days for contracts under R50 million (including VAT) and within 60 days above that value.

Mandatory requirements include a valid CSD registration, which must be in place before award, and a tender submitted in PDF with a price schedule in both PDF and Excel. Tenderers must also provide a valid tax compliance status (where applicable), COIDA good standing, approved annual financial statements for due diligence, and evidence of Employment Equity compliance where applicable. Subcontracting 100% of the scope results in disqualification, and any subcontracting arrangements, including with subsidiaries, must be declared. Joint ventures must provide a joint venture agreement with joint and several liability. Documents must be uploaded to the Eskom E-tendering site by the closing time of 10:00 on 4 December 2026, and late submissions will not be accepted. Tender validity is 120 days from closing.

Bidders should note some inconsistencies in the source document. The cover page lists a non-compulsory clarification meeting on 16 November 2026, while the Tender Data lists 4 November 2026. Some submission references also cite 4 November 2026 rather than the stated closing date of 4 December 2026. Clarification queries must be directed in writing to the Eskom Representative, Mphumotseng Sekese, and should be submitted at least five working days before closing. Bidders should confirm all dates with the Eskom Representative and check both the Eskom Tender Bulletin and the E-tender portal for updates before the closing date.

Suitable Businesses

This tender suits occupational hygiene consultancies, health and safety compliance firms, accredited testing laboratories, and training providers with proven experience in industrial or power generation environments. Bidders should be able to deliver audits, sampling and testing, and training under a long-term contract, and should meet the 70% functionality threshold with strong technical documentation. Businesses must be registered on the National Treasury CSD before award, hold COIDA good standing, and be able to provide approved annual financial statements. Small and B-BBEE-qualifying businesses can benefit from specific-goal points. Joint ventures are welcome if they provide a JV agreement with joint and several liability. Companies that intend to subcontract the entire scope are not eligible. Smaller firms should consider partnering with an established consultancy or testing laboratory, provided any subcontracting is declared and the total subcontracted share remains below 100%.
