The South African Weather Service (SAWS), a Section 3(a) public entity governed by a Board under the Ministry of Environmental Affairs, is seeking a suitable recruitment agency to assist with the headhunting of its Chief Executive Officer. The appointed agency will be responsible for identifying, attracting and assessing suitable candidates for this senior executive position. The request for quotation (RFQ 4699/26) is issued under the 80/20 preferential procurement system, meaning price carries 80 points and specific goals, principally B-BBEE status level, carry 20 points.
Bidders must submit their proposal electronically to RFQsubmissions@weathersa.co.za before the closing date of 17 November 2026, and the bid remains valid for 60 days from the closing date. No compulsory briefing session has been scheduled. Clarification questions must be submitted in writing to rfq@weathersa.co.za. The core returnable documents include the Invitation to Bid (Annexure A), the Preference Points Claim Form (Annexure F), a completed Pricing Schedule (Annexure G), and a Technical/Functional Proposal responding to the Specifications and Terms of Reference (Annexure H). Failure to submit a complete Pricing Schedule will result in disqualification. Bidders must also provide a valid SARS Tax Compliance Status PIN or certificate, or a Central Supplier Database number, along with the required B-BBEE verification certificate or sworn affidavit where preference points are claimed. Consortia, joint ventures and subcontracting arrangements require signed teaming or subcontracting agreements, and each party must submit its own tax compliance documentation.
Pricing is to be provided as a single ceiling price in South African Rand, inclusive of VAT and all expenses, based on the total estimated time for completing all project phases. Bidders must also provide a cost breakdown of this ceiling price, state the period required to commence work after acceptance, confirm whether rates are firm for the full project period, and disclose any additional costs. SAWS may shortlist bidders for final presentations, conduct site visits to verify operational premises and accreditation, request audited financial statements, and carry out reference and background checks before award. Successful bidders will be required to conclude a service level agreement with SAWS, which will include a performance scorecard, and payment will be made within 30 days of invoice receipt. This tender is best suited to executive search firms and recruitment agencies with proven experience in senior or C-suite appointments, particularly within the public sector, state-owned entities or regulated environments. Applicants should have demonstrable South African presence and operational premises, the relevant accreditation, a valid SARS tax compliance status, and CSD registration. B-BBEE-compliant firms, especially Exempted Micro Enterprises (EMEs) and Qualifying Small Enterprises (QSEs) with level 1 to 4 status, are well positioned to earn preference points. Consortia or firms planning to subcontract should be prepared to provide signed teaming or subcontracting agreements. Smaller agencies with strong executive search track records may also be competitive if they can meet the compliance requirements. Businesses without executive search experience, or those unable to provide a fixed VAT-inclusive ceiling price, should not apply.
