Appointment of a sanitation expert to advise Agrément South Africa's Technical Executive Committee on the certification of dry, low-flush and full-flush sanitation products. Requires 5+ years' experience, professional accreditation and three references. Closes 10 November 2026; estimated fee R10,869.
Agrément South Africa (ASA), a Schedule 3A entity operating under the Minister of Public Works and Infrastructure, is seeking a qualified sanitation expert to advise its Technical Executive Committee (TECO) on pending certifications of sanitation products. ASA assesses the fitness-for-purpose of non-standard construction-related products and systems. The appointed expert will provide independent technical opinion on whether draft certificates comply with ASA's assessment criteria and applicable minimum standards. The required expertise covers dry sanitation and low-flush or full-flush systems.
The scope of work includes reviewing test reports and draft certificates before each meeting, attending a compulsory TECO induction meeting, and attending a TECO meeting of approximately three hours. The expert must submit written comments on draft certificates, using ASA's Annexure A, to the Board Secretary before the meeting. The expert must also give oral and written opinions during the meeting, take part in discussions with other experts and committee members, and recommend approval or non-approval of each certificate. Remuneration is based on National Treasury's 2019 remuneration levels for Category A2 office bearers. The quoted price schedule totals R10,869.00: R7,200.00 for four hours of document review at R1,800.00 per hour, and R3,669.00 for three hours of meeting attendance and reporting at R1,223.00 per hour. Respondents should note that the Terms of Reference refer in places to 'construction products and building systems', so bidders should confirm the precise product scope with ASA before submitting.
Mandatory submission requirements are a CV showing more than five years' experience as a sanitation expert, proof of accreditation with a relevant professional body (such as IFE or ECSA), at least three contactable reference letters for similar services, and copies of qualifications in environmental health, environmental engineering, civil engineering or a related field. Bidders must also submit completed SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim Form), and signed General Conditions of Contract. Bidders not registered on the Central Supplier Database (CSD) must register before award. Evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals: SMME status, more than 50% black female ownership, more than 50% black youth ownership, and more than 50% ownership by people with disabilities, at 5 points each. Proposals must be emailed to procurement@agrement.co.za with the RFQ number ASA 04/11/2026 as the subject line, and must reach ASA by 12:00 on 10 November 2026. Late submissions will not be accepted. Proposals remain valid for 90 days from the closing date. The successful bidder must sign a Service Level Agreement with ASA before award, and all copyright in work produced transfers to ASA.
This tender suits individual sanitation specialists and consulting firms with more than five years' experience in dry sanitation or low-flush and full-flush systems. Applicants should hold professional accreditation (such as IFE or ECSA) and a relevant qualification in environmental health, environmental engineering, civil engineering or a related field, and should be able to provide three referenceable clients for similar work. The role is not suited to general construction contractors, product manufacturers, or firms seeking long-term or large-scale contracts, because it is a single advisory appointment with a modest fee. Businesses must be willing to sign an SLA and assign copyright to ASA, and should be CSD-registered or prepared to register. Black-owned, youth-owned, women-owned, disability-owned and SMME businesses may claim additional preference points if they can provide the supporting documentation.
