Appointment of a qualified service provider to conduct annual landfill gas and ambient air quality monitoring at four municipal landfills in the Western Cape. Requires an environmental scientist/engineer and three similar projects in five years. Closes 20 November 2026.
Bergrivier Municipality is seeking a suitably qualified and experienced environmental service provider to conduct air quality monitoring, specifically landfill gas monitoring, at four municipal landfill sites: Piketberg, Porterville, Aurora and Redelinghuys. The work is required to meet the monitoring conditions of the Waste Management Licences (WMLs) issued for the landfills under the National Environmental Management: Waste Act (NEM:WA), 2008. Monitoring must be carried out annually to support compliance with WML conditions and to improve landfill site management. The municipality notes that landfill gas, which is largely methane, poses an explosion hazard and a potential health risk where methane concentrations reach between 5% and 15% of atmospheric gas.
The scope includes field sampling of landfill gas emissions (such as methane, carbon dioxide and hydrogen sulphide), landfill odours, dust and other applicable air quality variables. The provider must also monitor ambient air quality for pollutants such as PM10, VOCs, NOx and SO2, and assess releases of volatile organic and inorganic substances, including those arising from mass transfer from the liquid or solid phases of the waste. All monitoring must use calibrated and approved equipment in line with South African National Standards (SANS) and Department of Forestry, Fisheries and the Environment (DFFE) guidelines, with results compared against limits set under the National Environmental Management: Air Quality Act (NEM:AQA) and SAQA guidelines. Deliverables include a separate, landfill-specific monitoring report for each site, with analysis and recommendations. Each site requires two hard copies in high-quality colour plus an electronic version. Reports become the intellectual property of Bergrivier Municipality. No briefing session is required, and relevant WMLs, EMPrs and SOPs will be provided electronically.
Bidders must be registered on the Central Supplier Database (CSD) and provide a valid Tax Compliance Status (TCS) PIN, along with an original or certified B-BBEE certificate or sworn affidavit. Mandatory documents include the Declaration of Interest (MBD 4), Preference Points Claim Form (MBD 6.1), Past SCM Practices (MBD 8), Certificate of Independent Bid Determination (MBD 9) and Certificate for Payment of Municipal Services (MBD 10). Bidders must have completed or be undertaking at least three projects of a similar nature within the last five years, supported by referee letters. The lead professional must be a Professional Environmental Scientist or Engineer with landfill experience, a proven track record in air quality or landfill gas monitoring, and knowledge of South African environmental and landfill legislation. Evaluation uses an 80/20 points system, with 80 points for price, 10 for specific participation goals (including a 10-point preference for Bergrivier jurisdiction) and 10 for B-BBEE. Quotations must include VAT, remain valid for 120 days, and be submitted in sealed envelopes by 12:00 on 20 November 2026 at the Bergrivier Municipality bid box in Piketberg. Late, faxed or emailed submissions will not be accepted.
This tender suits environmental consultancies, air quality specialists and engineering firms with proven landfill gas or ambient air monitoring experience and access to calibrated sampling equipment. Firms must employ, or have access to, a Professional Environmental Scientist or Engineer with landfill experience, and must hold at least three similar completed or current projects from the past five years. Businesses that are CSD-registered, tax compliant and hold a valid B-BBEE certificate or sworn affidavit are eligible. Local firms within Bergrivier Municipality or the West Coast District may benefit from the locality preference points. Small enterprises and SMMEs may apply, but must still meet the technical experience and registration requirements.
