Overview

Summary

The South African Weather Service seeks suppliers of sea level (tide gauge) recorders, with technical requirements set out in Annexure H. Bids close 30 November 2026 via the eTender portal and require valid OEM authorisation, SARS tax compliance, and a successful due diligence check.

Detailed Description

The South African Weather Service (SAWS) has issued bid SAWS-469/26 for the supply of sea level (tide gauge) recorders. Tide gauges are instruments that continuously measure changes in sea level over time. This data supports SAWS's oceanographic and meteorological monitoring, which informs coastal safety, marine forecasting, and climate observation. The bid is classified under Professional, Scientific and Technical Activities and is a goods-supply procurement. The detailed technical and functional specifications are contained in Annexure H (Specifications / Terms of Reference), which bidders must read in full before responding. The supplied equipment must meet the technical requirements set out in that annexure.

Bidders must submit their proposals electronically through the National eTender Portal (https://www.etenders.gov.za/). Submissions made by any other method will be disqualified. The bid closes on 30 November 2026, and late submissions will not be considered. The bid validity period is 90 days from the closing date. All bid documents must be completed on the official forms, initialled on every page, and submitted with the Annexure A Invitation to Bid, the Annexure F Preference Points Claim Form (SBD 6.1), and the Annexure H technical/functional proposal. Pricing must be submitted in South African Rand, inclusive of VAT, as a ceiling price covering all phases and expenses, with a cost breakdown. Bidders must also state the commencement period after acceptance and whether rates are firm for the full project duration. Any clarification requests must be submitted in writing to bids@weathersa.co.za no later than five days before the closing date. No compulsory briefing session has been scheduled.

SAWS applies the 80/20 preference point system, under which price accounts for 80 points and specific goals (B-BBEE status level) for 20 points. Bidders must hold valid tax compliance status (a SARS TCS PIN or certificate) and/or a Central Supplier Database (CSD) number. Each consortium or joint venture partner must provide separate documentation, and a signed teaming agreement is required. Bidders must also have approved operational premises and relevant accreditation, and SAWS may conduct a due diligence site visit before award. SAWS will verify reference letters and OEM accreditations, so bidders must supply valid contact details for referees and an active OEM email address where OEM authorisation is required. Other key conditions include a supplier SLA, a warranty period of 12 months from delivery and acceptance unless otherwise specified, and payment within 30 days of a valid invoice. Foreign suppliers must complete the tax questionnaire in Annexure A. Failure to meet the mandatory tax, declaration, or submission requirements may render a bid invalid.

Suitable Businesses

This tender is suited to manufacturers of tide gauges and sea level monitoring instruments, their authorised South African distributors or agents, and suppliers of oceanographic and hydrometeorological equipment. Bidders should hold valid OEM authorisation or accreditation for the equipment offered and be able to demonstrate technical compliance with Annexure H. Businesses that can supply installation, commissioning, calibration, or maintenance support may also be competitive. Companies must have a valid SARS tax compliance status or CSD registration, a B-BBEE certificate or sworn affidavit if claiming preference points, and the capacity to pass a due diligence site verification. Foreign suppliers may apply but must comply with the additional tax questionnaire requirements. Businesses without relevant instrumentation experience or the required OEM relationships are unlikely to be suitable.
