Renewal of H3C network device licences with 24 months of maintenance and technical support for core Ethernet switches, fibre switches and firewalls at AIDC's Rosslyn site. Requires a Gauteng presence, H3C OEM authorisation and engineers with at least 3 years of H3C experience. Evaluated 80/20.
The Automotive Industry Development Centre (AIDC), the developmental agency of the Gauteng Growth and Development Agency, is seeking quotations from qualified ICT service providers for the renewal of licences for its H3C network devices, together with 24 months of maintenance, technical support and associated services. The core network supports routing to the internet and voice services for AIDC and approximately 25 tenants at the Automotive Supplier Park (ASP) in Rosslyn, Pretoria North, serving around 500 users. The installed core equipment comprises two H3C core Ethernet switches, two H3C core fibre switches and two H3C core firewalls. Maintenance and support for this equipment lapsed on 30 October 2025, so the contract is intended to restore full licensing and support coverage.
The appointed service provider must supply, activate and install the 24-month H3C device licences with the OEM and provide the licence keys to AIDC. It must also deliver monthly maintenance and support covering configuration, firmware upgrades, troubleshooting and reporting. Other obligations include creating portal logins so AIDC can view its licensing status, holding monthly SLA meetings, and providing monthly reports on uptime, functionality, errors and trends. Remedial work and poor workmanship must be corrected at the provider's cost. Onsite support is required when remote troubleshooting fails, and penalties apply for late support on urgent or emergency incidents. Payment is conditional on licences being activated and devices functioning as expected. The provider must also issue guarantees for the functionality of the licences and installed equipment. Specialist subcontracting requires AIDC project manager approval. The RFQ scope lists the sites as Rosslyn, Winterveldt, Ford and Chamdor, but the licence delivery location is specified as the ASP in Rosslyn, so bidders should clarify site coverage during the bid process.
Bidders are evaluated on compliance and functionality before price and B-BBEE points are considered. A minimum functionality score of 70 out of 100 is required. Functionality is scored on the project manager's ICT project management experience, including H3C projects (up to 30 points); the engineers' H3C installation, configuration and support experience (up to 40 points, with CVs mandatory); and at least three client reference letters covering both remote and onsite H3C maintenance within the last four years (up to 30 points). Mandatory requirements include a Gauteng base or branch with proof of address and a municipal account, a valid H3C OEM certificate, partnership letter or authorised reseller letter dated within 12 months, a SARS PIN, a valid B-BBEE affidavit or certificate, and completed SBD 4, SBD 6.1, SBD 6.2, the pricing schedule and the Integrity Pact. Pricing is evaluated on an 80/20 basis, with 20 points allocated to B-BBEE status. The closing date is 16 November 2026 at 11:00, and quotations must be emailed to quotations@aidc.co.za without copying any AIDC personnel. The estimated contract value is not disclosed in the tender documents and must be derived from the pricing schedule. The quotation must remain valid for 90 business days.
This tender suits ICT service providers and network integrators based in Gauteng, or with a Gauteng branch, that hold current H3C OEM certification or an authorised reseller or partnership letter from H3C dated within the last 12 months. Businesses should have engineers with at least three years of hands-on experience installing, configuring and supporting H3C core switches and firewalls, a project manager with H3C-related project experience, and at least three client references covering remote and onsite H3C maintenance. Small and medium B-BBEE-compliant firms with a proven record in enterprise network support and licence management are well placed to compete. Businesses without OEM authorisation or local presence should not apply, as these are mandatory prequalification requirements.
