Summary

Licensing, configuration, training and 36-month support of a cloud-based learner profiling and assessment system for a TVET college, covering placement testing, career guidance, student support and alumni tracking. POPIA compliance and a reference letter are required.

Detailed Description

This tender seeks a service provider to supply, configure, license and support a cloud-based Integrated Student Analysis and management system for South Cape TVET College, for a contract period of 36 months. The system must support the full student lifecycle, from pre-entry through to alumni tracking. Required functions include student placement assessment to test academic readiness before enrolment, career guidance assessments of interests and aptitude, numeracy and literacy placement testing with diagnostic reporting, and disability support assessments that confidentially capture reasonable accommodation needs. It must also run student satisfaction surveys at enrolment, placement, campus life, academic, support service, infrastructure and exit stages, with institutional, campus and programme-level reporting. Further modules cover academic support interventions, exit support for withdrawing or non-completing students, and an alumni database that tracks graduate employment and further study outcomes. The solution must provide role-based access for students, staff and administrators, and exportable reports in Word, PDF and Excel formats.

The successful bidder will be responsible for configuring and administering the system and must comply with the Protection of Personal Information Act (POPIA). Technical requirements include strong user authentication and access controls, confidentiality, integrity and availability of all student and institutional data, secure storage for a minimum of five years, regular backups and tested recovery processes, and prompt notification to the College of any data breach or security incident. Bidders must specify their licensing model and duration, user capacity and scalability, training and technical support arrangements, and maintenance and update schedules. The pricing schedule covers a 36-month licence, once-off training, once-off configuration and implementation, and support and maintenance for the contract period. A Service Level Agreement covering performance standards and reporting will be concluded with the College.

Bidders must submit, with their quotation, at least one contactable reference letter on client letterhead for similar services rendered within the last five years, and a detailed proposal of the software solution. The proposal must demonstrate how the solution meets requirements for placement assessment, profiling and screening, reporting and analytics, career guidance, training and support, and integration capabilities. Failure to provide these mandatory documents may result in the quotation being deemed non-responsive. Evaluation applies the 80/20 or 90/10 preference point system, based on price and specific goals, with points available for bidders located in the Garden Route area (10 points) or the Western Cape (5 points). Compliance documents include a valid SARS tax compliance PIN or CSD number, B-BBEE certificate or sworn affidavit, CIPC registration documents, a declaration of interest, and completed SBD forms. The closing date is 11 November 2026 at 11:00, and bids may be emailed to scm@sccollege.co.za or deposited in the bid box at the Central Office in George.

Suitable Businesses

This tender is best suited to South African software and EdTech providers with a proven cloud-based student management, learner assessment or psychometric testing platform, and experience supporting education institutions. Applicants should be able to demonstrate POPIA compliance, secure five-year data storage, role-based access controls and disaster recovery capability, and should have at least one reference letter for similar work completed within the last five years. Businesses must hold a valid SARS tax compliance PIN or CSD registration, a B-BBEE certificate or sworn affidavit, and must not be restricted from doing business with the public sector. Bidders based in the Garden Route or Western Cape may gain additional preference points. Systems integrators and implementation partners with local higher education experience may also be suitable as partners, although the tender is awarded to a single service provider, with subcontracting requiring the College's written notification.
