Naledi Local Municipality seeks a panel of accredited training service providers from date of award until 30 June 2029. Providers must deliver QCTO/SETA-accredited learnerships and skills programmes for municipal officials and unemployed youth, covering facilitation, assessment, moderation and certification.
Naledi Local Municipality, located in Vryburg in the North West Province, has invited bids to establish a panel of accredited training service providers for the period from date of award until 30 June 2029. The municipality is addressing a significant skills development backlog and aims to build a competent, skilled and productive workforce capable of improving municipal service delivery. The panel will also support the municipality's commitment to empowering local youth with skills aligned to the priority skills needs identified in the LGSETA Sector Skills Plan, in line with the National Skills Development Strategy III.
The scope of work covers the full training lifecycle for accredited learning programmes. Successful providers will be required to confirm QCTO or relevant SETA accreditation or programme approval for all learning programmes and unit standards offered; upload and register learners on the QCTO or SETA database and Learner Management System before commencement; facilitate classroom training and supply all learning materials; conduct formative assessments with remedial support per learner per unit standard; moderate Portfolios of Evidence; carry out summative assessments; coordinate QCTO or SETA verification processes; and issue Statements of Results or certificates on completion. A detailed Service Level Agreement must be signed before training begins. The municipality's catalogue of 61 learning interventions spans areas such as occupational certificates in trades (welding, electrical, plumbing, water process control), municipal finance and administration, occupational health and safety, environmental practice, road and plant operation, supply chain management, and customer service, among others.
Bidders are evaluated on functionality with a minimum threshold of 60 out of 100 points. Key criteria include company experience (completion certificates, references and a letter of good standing from the relevant SETA), company years of operation as a training provider, qualified facilitators, assessors and moderators registered with the relevant quality assurance body, registration for the required qualifications, and the capacity to deliver more than one training service. Pricing must be firm and VAT inclusive, and preference points apply under the 80/20 system, including for B-BBEE status, local residence, women, people with disabilities and youth ownership. The engagement is not an indefinite contract: work will be allocated as and when required at the municipality's discretion, so appointment does not guarantee a fixed volume of work. Bids must be submitted in a sealed envelope to the municipal bid box at 19A Market Street, Vryburg, by 12:00 on Friday, 20 November 2026, and must remain valid for 90 days.
Accredited training providers, skills development companies and learnership providers registered with the QCTO or relevant SETAs (such as LGSETA, EWSETA, MERSETA, SASSETA, ETDP SETA and Services SETA) with proven experience delivering accredited programmes to municipalities, public sector employees or unemployed youth. Suitable for providers with qualified facilitators, assessors and moderators, the ability to deliver multiple qualifications, and a CSD registration, tax clearance and B-BBEE certificate. Local businesses in the North West, particularly Naledi area residents and youth- or women-owned enterprises, may benefit from additional preference points.
