Data Analysis Training

Brand South Africa, a Schedule 3A public entity reporting to the Department of Communication, has issued Request for Quotation RFQ/0015/2026/27 for a data analysis training course for one of its employees. The course aims to equip professionals with the skills to extract actionable insights from raw data, solve complex problems, make evidence-based decisions rather than relying on intuition, and optimise business workflows. Required course outcomes include communicating insights clearly through written reports, presentations and visual displays; solving real-world problems using data-driven approaches and analytical thinking; interpreting analytical results to make evidence-based recommendations; and interpreting complex data to support strategic business improvement. Participants should also learn to apply analytical techniques to real-world datasets across functions such as finance, marketing and operations.

The course must run for 2 to 3 days, either online or in person, and is for a single delegate. The successful provider must be SETA or QCTO accredited, and expired accreditations will not be considered. Bidders must also provide proof of prior data analysis training experience, submitted as a reference letter that describes the type of services offered. An accredited NQF certificate must be issued to the attendee who completes the course. Evaluation uses the 80/20 preference point system, with 80 points for price (detailed budget breakdown) and 20 points for specific goals under the Preferential Procurement Regulations 2022. To claim specific-goal points, bidders must submit a completed SBD 6.1 form, a National Treasury Central Supplier Database (CSD) report, and a certified B-BBEE certificate or sworn affidavit. Missing specific-goal documentation results in zero points for that criterion.

Mandatory documents are a SARS PIN or valid Tax Clearance Certificate, a CSD report, completed and signed SBD forms (including the Declaration of Interest, Pricing Schedule SBD 3 and Preference Points Claim SBD 6.1), a completed and signed POPIA consent form, and a quotation on company letterhead. Failure to submit these will result in disqualification. The price must remain valid for at least 90 days, and the total price must be VAT inclusive. Payment is made within 30 days of a substantiated invoice, based on milestones or deliverables agreed in the project implementation plan at project inception.
