PRASA seeks accredited ICT training providers to deliver nine specialised courses, including cloud, cybersecurity, networking, Power BI and AI, for employees in Cape Town. Bidders must be MICT SETA-registered and hold vendor accreditation. Closes 10 November 2026.
The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (RFQ 10375262) to appoint qualified and experienced ICT training service providers to deliver specialised technical and professional training programmes for employees in the Western Cape. The engagement is a once-off appointment to be completed within an agreed schedule for the 2026/2027 training period. It supports PRASA's digital transformation, cybersecurity readiness and objective of reducing reliance on external consultants by building internal capability in ICT, cybersecurity, cloud computing, data analysis and enterprise systems.
The RFQ covers nine courses: a beginner AI course with AI Essentials, Power BI: Data Analysis, CISSP, CompTIA Network+, CompTIA A+ Core 1 and Core 2, Customer Service Specialist (CSS), Agile Certified Practitioner (PMI-ACP), CISM, and CompTIA PenTest+. Each course carries an estimated number of days, a quantity of delegates and a rate per person, and prices must be quoted in South African Rand, inclusive of VAT at 15%. The service provider must deliver instructor-led training, either virtually or in person, with official course materials, practical labs, assessments, attendance registers, learner progress reports, certificates of completion and post-training support. A training venue in Cape Town, catering for the duration of training, and flexible scheduling are also required. Facilitators must be certified and registered as assessors or moderators where applicable.
Bidders must be registered skills development providers with the MICT SETA, or the relevant ETQA, and may only bid for courses they are accredited to deliver. For courses 1 to 5 and 7 to 9, bidders must submit a curriculum mapping document showing how course content aligns with SAQA unit standards or skills programmes and meets the international vendor exam objectives. The CSS course requires formal assessment against unit standard 114974 and registration on the SAQA National Learner Records Database. Mandatory documents include proof of accredited training delivery, supported by at least three signed appointment or reference letters, a valid COIDA letter of good standing, a valid SARS PIN, CSD registration, company registration documents, a bank letter, and certified IDs of owners. Evaluation uses an 80/20 system, with 80 points for price and 20 points for specific goals (B-BBEE level 2 or higher, EME status, or 51% black ownership). A non-compulsory briefing session takes place on 2 November 2026 via Microsoft Teams, and bids close on 10 November 2026 at 12:00. Bidders should note an inconsistency in the documents: the scope lists CompTIA Security+, while the pricing schedule lists CISSP, so clarification from PRASA is advisable before submitting a bid.
This tender suits accredited training providers and skills development providers registered with the MICT SETA or relevant ETQA, particularly those holding authorised vendor accreditation from CompTIA, Microsoft, Huawei, PMI, ISACA or similar bodies, with Cape Town delivery capacity. Businesses must hold SAQA-aligned curricula, have delivered comparable accredited training to other organisations (with reference letters), and be able to deliver the courses they bid for. Small, medium and black-owned enterprises with B-BBEE or EME status may benefit from the specific goals scoring. Businesses lacking the required accreditations or regional delivery capability should not apply.
