Appointment of subject matter experts to develop 21 assessment instruments with exemplars, RPL toolkits and assessment moderation for occupational certificates and qualifications. Six-month contract; closes 6 November 2026.
The Construction Education and Training Authority (CETA), a Schedule 3A public entity that promotes and ensures quality education and training in the construction sector, seeks a service provider to supply subject matter experts for a six-month period. The appointed provider will develop 21 assessment instruments, including exemplars, for registered occupational certificates and qualifications. The qualifications cover construction plant and machinery operation (such as dozer, grader, roller, tractor, face shovel, and sideboom operators), road surfacing and paving (hot mix asphalt paving machine and paving screed operators), floor finishing (linoleum, rubber, and seamless floor finishers), surveying and technical drafting (geomatics officer and piping draughtsperson), and elementary construction work. Several qualifications are at NQF Level 2, others at Levels 3 and 5. The scope also includes developing Recognition of Prior Learning (RPL) mechanisms and toolkits, and moderating assessment tools to ensure they meet quality and national standards.
The tender is governed by CETA's compulsory requirements, which include the Protection of Personal Information (POPI) Act. Failure to submit the required documents and proof will result in immediate disqualification from evaluation. Bidders must price all items, with rates that include all costs and no unspecified charges. Rates must be fixed for the full contract period. Payment is linked to verified deliverables and proven progress, and the client must approve every work request before the service provider begins work. The total amount stated in the bid is used for evaluation purposes only. CETA also applies a transformation strategy that aims to empower designated groups in line with its Transformation Policy. Joint ventures and consortia are recognised, and the bid documents define these arrangements as associations of persons combining expertise, capital, skills and knowledge to execute a contract.
For the successful provider, the contract offers the opportunity to contribute directly to skills development and workforce quality in the construction sector, and to deliver work that supports the formal recognition of artisans and equipment operators. The work is structured around clear deliverables, fixed rates and client-approved work requests, which gives the appointed provider a defined and predictable scope. Interested bidders should review the full tender document (PROVISION OF SUBJECT MATTERS EXPERTS - 014-2026-27 v1) carefully, particularly the complete list of compulsory documents, the detailed pricing schedule, and the evaluation criteria, before the closing date of 6 November 2026.
Assessment development and education consultancies, subject matter experts and training specialists with experience in construction, civil engineering, plant operation, surveying and floor finishing trades, RPL practitioners, and qualification moderators. Consortia and joint ventures are eligible, and firms that meet CETA's transformation and designated-group criteria are encouraged to apply. Bidders must be able to meet the compulsory document and POPI Act requirements and to price all items at fixed rates for the six-month period.
