Appointment of a SACPVP-registered valuer to value a 1,187-hectare farm in Limpopo for land reform purposes, covering market value, current use value and State subsidy assessment. Closes 13 November 2026; work must be completed within 30 working days.
The Office of the Valuer General (OVG), under the Department of Land Reform and Rural Development, is seeking a service provider to conduct a full property valuation of Portion 0 (Remaining Extent) of the Farm Hermansdal 3 JT, measuring 1,187.0363 hectares, in the Fetakgomo-Tubatse Local Municipality, Sekhukhune District, Limpopo. The farm is held under Title Deed T48632/1993PTA and forms part of the Hermansdal Land Tenure Advancement (LTA) project under Tenure Reform Implementation. The valuation is required in terms of Section 12(1)(a) of the Property Valuation Act for land reform purposes, and is intended to guide OVG clients in negotiating the purchase of the property, or part of it or shares in it, from the current owner. The farm must be valued as one farm unit, including any loose and biological assets forming part of the transaction.
The scope of work is extensive. The valuer must determine the current use value using financial statements, itemised revenues and expenses, and tenancy details, and must investigate the history of acquisition, including whether the owner obtained the property on the open market. The valuer must also quantify any State investment or subsidies (acquisition, interest rate and infrastructure) by consulting the relevant provincial or national departments, and must assess the impact of the purpose of acquisition on value. Deliverables include a full title deed review (including servitudes, mineral rights, leases and water use entitlement confirmation from the Department of Water and Sanitation), a physical description of the property and improvements, a comparable sales analysis with a deeds search and per-hectare rates by land use, an inventory of movable and biological assets, and a summary, reconciliation and signed Certificate of Value. Compliance requirements include a valid SACPVP registration as Professional or Associate Valuer, three reference letters from clients for similar valuation work (for example forestry or abattoir valuations), a completed pricing schedule with a fixed price inclusive of VAT, a site visit certificate, and at least 14 days' written notice to the owner before inspection. Valuers must also be prepared to defend the report in court if required.
The contract requires completion within 30 working days of appointment. Payment is made within 30 days of receipt of a valid invoice, after the report has been accepted by the OVG. Penalties apply: a 5% deduction of the quoted amount for every five working days of delay, and the right to rescind the contract for breach of the terms. Bids must be emailed to Limpopo.quotations@dlrrd.gov.za by 23:00 on 13 November 2026 and remain valid for 60 days. Tax compliance (PIN or CSD number), SBD forms and preference point claims under the 80/20 system are also required. This opportunity offers a well-defined professional assignment with a strong public-sector mandate in land reform, though it carries strict compliance and penalty conditions.
Registered property valuation firms and individual valuers holding a valid SACPVP registration as a Professional or Associate Valuer, particularly those with agricultural or rural land valuation experience and at least three reference letters from comparable valuation assignments such as forestry, abattoir or farm valuations. Firms must be able to conduct site inspections in Limpopo, meet the 30-working-day timeline, and accept the OVG's penalty and termination conditions. Small and medium firms with black, female, youth or disabled ownership may benefit from the specific goals preference points. Businesses without SACPVP-registered valuers or without experience in land reform or Section 12 Property Valuation Act work should not apply.
