Overview

Summary

MICT SETA seeks a service provider to conduct on-site quality assurance monitoring of accredited Skills Development Providers across all nine provinces, covering occupational and 11 extended historical qualifications, from appointment to 31 March 2027. Bidders must have at least three years' monitoring or QA experience in the NQF, SETA or QCTO framework.

Detailed Description

The Media, Information and Communication Technologies Sector Education and Training Authority (MICT SETA) has issued Request for Quotation RFQ/MICT/72/2026 for the appointment of a service provider to monitor accredited Skills Development Providers (SDPs) during the implementation of its occupational and historical programmes. Provider monitoring is a core function of MICT SETA's Education, Training and Quality Assurance (ETQA) directorate and serves to confirm continued compliance with accreditation conditions, protect learners and employers, and maintain the integrity of qualifications registered on the Occupational Qualifications Sub-Framework (OQSF) and the 11 historical qualifications extended under the applicable Government Gazette transitional arrangements.

The appointed provider will work closely with the ETQA directorate to conduct structured monitoring visits, preferably physical on-site, at accredited SDP sites across all nine provinces. Each visit will assess the training environment, the qualifications of assessors and moderators, learner records and portfolios of evidence, compliance with scope of accreditation, learner progress tracking, assessment and moderation practices, internal quality management systems, and closure of previous corrective actions. Deliverables include an inception report and approved work plan within 10 working days of contract commencement, individual SDP monitoring reports within five working days of each visit, a monthly corrective action tracking log, a mid-term progress report around November 2026, a consolidated monitoring summary report by 28 February 2027, at least two stakeholder feedback sessions, and a final close-out report by 31 March 2027. All reports must be submitted in both Microsoft Word and PDF formats, and all work must comply with POPIA and an NDA.

Evaluation is based on an 80/20 price and preference point system after a functional stage with a minimum threshold of 70 out of 100 points. Functional criteria cover relevant experience with at least three contactable references (up to 20 points), a project team with an NQF Level 7 qualification in a relevant field and at least three monitoring or assessment site visits each (up to 20 points), a detailed monitoring methodology (up to 30 points), and a human resource plan demonstrating national coverage across all nine provinces (30 points). Specific goals award up to 20 points to enterprises owned by historically disadvantaged persons, women, and youth. The contract is fixed to 31 March 2027, with no extension, and pricing must be quoted as a total inclusive of travel and accommodation. Submissions close on 28 October 2026 at 11:00 AM and must be sent by email to rfqs@mict.org.za. Bidders must be registered on National Treasury's Central Supplier Database.
