Overview

Summary

CSIR seeks a panel of accredited training providers to deliver ad hoc Process Controller training for municipal officials running water and wastewater treatment works. Services include learner selection, theoretical and workplace practical training, assessment development, and support for DWS classification. Panel appointment does not guarantee work volume.

Detailed Description

The Council for Scientific and Industrial Research (CSIR), acting as implementing agent for the Department of Water and Sanitation (DWS), has issued an Expression of Interest (EOI No. 8132/05/11/2026) to establish a panel of professional service providers to train Process Controllers on an ad hoc, as-and-when-required basis. The training targets municipal officials responsible for the operation and maintenance of water and wastewater treatment works, with the aim of improving operational efficiency, regulatory compliance, process performance, and sustainable service delivery. Training interventions will be commissioned only when specific needs arise, and appointment to the panel does not guarantee any minimum work allocation or volume.

The scope of work covers the full training lifecycle: learner screening and identification, registration with the relevant body, gap and theoretical training, accredited workplace-based practical training, and assessment preparation. Providers must develop and implement an assessment strategy combining theoretical and practical evaluations, including external assessment specifications, formative assessment criteria, facilitator guides, learner resources, and lesson plans. All materials must align with SETA and NQF frameworks and DWS classification criteria. Providers must hold relevant accreditation with quality assurance bodies and/or SETAs, and must supply their accreditation letter and a list of accredited facilitators, assessors, and moderators with certificates. Minimum core team roles include a Project Manager, Accredited Assessors, Registered Moderators, and an Administration and Compliance Officer.

Panel members will be evaluated in two phases. Phase 1 is an elimination stage covering timely electronic submission, CSD registration, absence from the National Treasury restricted supplier and tender defaulter registers, and mandatory returnable documents. Phase 2 scores technical merit: training methodology (30%, based on coverage of at least seven defined work packages), track record (20%, based on similar assignments with reference letters), and qualifications and experience of the project team (50%). A minimum of 50 points per criterion and 75 points overall is required to join the panel. Successful panel members may be invited to submit price quotations on a rotating basis, and CSIR reserves the right to approach the open market instead. Providers with poor performance records may be excluded from future requests, so this opportunity suits accredited training organisations with proven Process Controller training experience and the capacity to deliver across multiple municipalities and provinces.

Suitable Businesses

Accredited training providers, SETA- or QCTO-registered training organisations, and professional service providers with proven experience in water or wastewater process controller training and competency-based assessment. Suitable businesses should hold accreditation for water and wastewater treatment training, have registered assessors and moderators, and be able to deliver training across multiple provinces. Small and medium enterprises with appropriate B-BBEE status may benefit from preference points. Businesses without relevant accreditation, track record, or qualified project staff are unlikely to qualify.
