Overview

Summary

Appointment of a service provider to plan, produce and execute a 12-month multi-media education and awareness campaign for the Petroleum Agency SA, spanning TV, podcasts, social media, radio and community engagement across all nine provinces. Requires proven experience in high-impact public education campaigns, broadcast-quality production and CSD/tax compliance.

Detailed Description

The Petroleum Agency South Africa (PASA) is seeking a professional service provider to plan, develop, produce and execute a high-impact, multi-media education and awareness campaign over twelve (12) months. The campaign aims to inform the public about South Africa's upstream oil and gas resources, contextualise the sector within national energy policy and the just energy transition, demonstrate the socio-economic benefits of a well-regulated petroleum sector, and position PASA as a transparent, people-centred regulator. The appointed provider will deliver the full campaign lifecycle, from strategy, stakeholder mapping and content calendars through to production, distribution, monitoring and evaluation, working closely with PASA's Communications and Stakeholder Relations Division.

The scope includes broadcast-quality audio-visual content such as a multi-episode TV documentary series produced in partnership with the SABC, podcasts distributed on major platforms, TikTok and YouTube content, a recurring myth-busting series, and platform-optimised reels. Production must take place across all nine provinces, covering locations such as Mossel Bay, the Wild Coast, Bloemfontein, Mpumalanga and SABC studios in Johannesburg and Cape Town. Distribution will span television, community and national radio in relevant official languages, digital and social media, LinkedIn, PASA's website, online news and paid digital advertising. Deliverables must meet UHD/4K standards, include subtitles, closed captions and multilingual adaptation (including South African Sign Language where appropriate), and comply with WCAG 2.1 AA, POPIA and PASA's Corporate Identity Guidelines. The provider must also deliver a KPI and monitoring framework covering reach, engagement, sentiment and awareness uplift, with minimum monthly performance reports, mid- and post-campaign evaluations, and a skills transfer programme to build internal capacity.

Evaluation is based on an 80% price and 20% specific goals preference system, with a minimum technical threshold of 80%. Technical criteria weight methodology, relevant company experience (ideally in energy, mining, extractive industries or the public sector over the past five years), portfolios and references, the qualifications of the Team Lead and key personnel, media distribution capability, creative quality, and a shortlisted presentation. Bidders must be CSD-registered and tax compliant, complete the pricing schedule with an itemised cost breakdown per phase, and address sensitivities around stakeholder engagement, particularly with fishing and indigenous communities. Media buying may be included as a separately priced line item. The closing date is 19 November 2026 at 12:00 PM, and bids are valid for 120 days.

Suitable Businesses

Creative and advertising agencies, media production houses, broadcast and video production companies, digital and social media agencies, and public relations or communications consultancies with proven experience in high-impact public education campaigns, ideally within energy, mining, extractive industries or the public sector. Applicants should have multi-provincial production capacity, broadcaster or platform relationships, a qualified Team Lead with 10+ years of relevant experience, and strong CSD registration and tax compliance. Black-owned and women-owned businesses, and designated group enterprises, may benefit from the specific goals preference points.
