Panel of up to 12 targeted recruitment agencies for entry-level to executive placements, engaged as and when required for three years. Bidders must be professionally affiliated, hold a verification agency agreement, and score at least 70/100 on functionality.
The Commission for Conciliation, Mediation and Arbitration (CCMA) is establishing a panel of accredited targeted recruitment service providers (recruitment agencies) for its National, Provincial and Regional offices. The panel will be engaged on an as-and-when-required basis for three (3) years. When internal recruitment processes are unlikely to identify suitable candidates, the CCMA will request quotations from panel members for specific vacancies. The vacancies span entry-level, skilled professional, senior and executive positions. Panel membership does not guarantee work, and the CCMA may limit the panel to twelve (12) service providers, depending on the estimated workload and available budget.
To qualify, bidders must pass mandatory requirements at Stage 1. These include affiliation of the entity or at least one key personnel member with a recruitment professional body, such as the Association of Personnel Services Organisations (APSO), supported by a membership certificate. Bidders must also hold a current agreement with a verification agency, such as MIE or LexisNexis, supported by a letter from that agency. All activities in Table A of the specification must be confirmed as Yes, covering candidate sourcing and headhunting, identifying and shortlisting candidates (three per vacancy), arranging assessments, conducting reference and vetting checks, presenting contracts and invoicing, and complying with POPIA. Vetting costs, such as ID, qualification, criminal, credit and reference checks, are for the service provider's account and must be included in the quoted price for each assignment. Assessments arranged through the CCMA's HR team are paid for by the CCMA.
At Stage 2, bidders must score at least 70 out of 100 on functionality. The criteria are: at least five years' demonstrable targeted recruitment experience (10 points, supported by a company profile); five contactable reference letters, not older than three years, on company letterhead with specified details (up to 50 points); and a detailed implementation roll-out plan for end-to-end recruitment at executive, senior and middle management levels, including assessment timelines (up to 40 points). Pricing is not required for panel appointment. Once a specific assignment is issued, the 80/20 preference point system applies, with 80 points for price and 20 for specific goals. Specific goal points are awarded for Black-owned (8 points), women-owned (6), youth-owned (4) and persons with disabilities-owned (2) entities, supported by CIPC registration documents, owner ID documents and, for disability, a medical certificate. Failure to submit these documents results in no preference points. A virtual compulsory briefing session takes place on 13 November 2026 at 11:00. Quotations must be submitted on official letterhead by email to RFQ2@ccma.org.za by 16:00 on 20 November 2026. Late or incorrectly submitted bids will be disqualified, and bids with false information will be rejected.
The panel offers recruitment firms a route to recurring CCMA work across the country over three years, without repeating a full tender process for each assignment. It suits agencies with strong executive search capability, proven national reach and robust candidate verification processes. Appointment to the panel provides a structured, compliant pathway into a public-sector employer that prioritises fast, cost-effective placements. For the CCMA, the panel streamlines procurement and reduces the time needed to fill critical vacancies in its dispute resolution services.
Registered recruitment agencies and staffing firms with at least five years' targeted recruitment experience, able to deliver candidates quickly across South Africa. Applicants must be affiliated with a recruitment professional body (e.g., APSO), hold a current verification agency agreement (e.g., MIE or LexisNexis), and be able to confirm all Table A deliverables. Executive search specialists and firms with national reach and strong POPIA compliance are well placed. Black-owned, women-owned, youth-owned and disability-owned enterprises may claim preference points if they provide the required ownership documents. Small firms without five years' experience or without the required certifications should not apply.
