Appointment of project management companies to manage waste tyre micro-collectors and micro-depot operators in Gauteng and the Western Cape for three years. Scope covers depot leasing, container deployment, IT setup, PPE, training, and compliance reporting.
The Department of Forestry, Fisheries and the Environment (DFFE), through its Waste Management Bureau, is seeking two Project Management Companies (PMCs) to run the transitional national waste tyre collection network for a three-year period. One PMC will be assigned to Gauteng (16 micro-depots and 180 micro-collectors) and one to the Western Cape (10 micro-depots and 69 micro-collectors). Bidders may tender for one or both provinces, although DFFE reserves the right to award only one province per bidder, subject to value for money and capacity. The services support the Bureau's goals of clearing discarded tyres from landscapes and landfills, creating jobs in previously marginalised communities, and formalising informal waste collection through structured management and training.
The appointed PMC will be responsible for end-to-end management of the micro-collection and micro-depot network. In Phase 1 (Months 1 to 2), this includes securing land leases or land-use rights in approved non-residential zones at least 500 metres from homes, schools, and clinics, with depot footprints under 500 m². The PMC must also source, lease, and install modified 12-metre shipping containers, prepare fire management plans, and procure and set up IT hardware and connectivity for depot operators, along with portable power. In Phase 2 (Month 2), the PMC must screen and contract all participants, deliver safety and conflict resolution training, and distribute SABS-approved personal protective equipment. Phase 3 (Months 3 to 36) covers daily operational oversight, stock reporting, fire management, quarterly safety and environmental audits, monthly reporting by the 5th of each month, conflict resolution registers, and an annual socio-economic impact assessment. Stipend payments to participants remain the sole responsibility of the Bureau.
Key requirements include a functional provincial office within 30 days of appointment, public liability insurance of at least R2 million, professional indemnity insurance of at least R1 million, and a senior project team leader who is present throughout the contract. The PMC and its directors, subsidiaries, subcontractors, and joint venture partners may not be micro-collectors, micro-depot operators, or registered transporters in the programme. Evaluation follows three phases: pre-compliance, functionality (minimum 60% to qualify), and price and preference points under the 80/20 system. Functionality is scored on project planning, the project team leader's qualifications and waste-sector experience, and the company's waste-sector track record. The non-compulsory briefing session is on 18 November 2026, and the closing date is 2 December 2026 at 11:00. Bidders should note that the pricing schedule header (SBD 3.3) refers to physical security services, which appears to be a template error, so clarification should be requested from Tenders@dffe.gov.za before submission.
This tender suits established project management companies with proven waste-sector experience, particularly in environmental programmes, community-based collection, or informal sector formalisation. Applicants should have a team leader with relevant qualifications and waste-sector experience, the capacity to set up a provincial office within 30 days, and the required insurance cover. Companies with more than 50% ownership by Black people, women, or people with disabilities may qualify for preference points. Consortia and joint ventures are eligible if they meet the B-BBEE and documentation requirements. Businesses that are themselves micro-collectors, depot operators, or transporters in the programme are excluded, as are individuals seeking to participate as collectors or depot operators directly.
