Sale of TM2500 Mobile Power Units NEW

Transnet National Ports Authority (TNPA), an operating division of Transnet SOC Ltd, is inviting proposals to purchase two TM2500 Mobile Power Units. These are gas turbine generator sets, each made up of four trailers (main turbine and generator, air inlet, exhaust, and control), with a rated output of approximately 21.8 MW at 50 Hz. One unit is located at the Port of Richards Bay and the other at the Port of Saldanha Bay. The units were manufactured in 2006 and refurbished in 2023. TNPA purchased them to address anticipated load shedding and power outages, but its energy strategy has since changed, so it is now disposing of the assets. This is a sale of government assets rather than a services procurement, and the tender is listed under the 'Other service activities' category on eTenders.

Bidders may offer to purchase one unit or both. Each proposal must state the number of units sought, the port location, the price (excluding and including VAT), the period required to pay and collect (30 to 59, 60 to 89, or 90 to 120 days), any site access needs for a condition assessment, and any proposed terms and conditions. Mandatory returnable documents include the completed SBD 1 form, the pricing schedule, and proof of funding. Proof of funding must be verifiable evidence, such as a bank confirmation letter, proof of available funds, an approved financing facility, or a formal third-party funding commitment, showing that the bidder can pay the offered price within the stipulated period. Bidders must also be registered on the Central Supplier Database and be tax compliant. A compulsory briefing is held on MS Teams on 23 November 2026 at 10:00. Bids close on 15 January 2027 at 16:00, and bids must be valid for 180 business days.

The sale is made on an as-is basis. TNPA gives no warranties or guarantees. The stated original manufacturer warranty expired in July 2026, and GE continues to service the units, so buyers may need to check directly with GE whether any cover can be transferred or extended. Under the proposed terms, the purchase price includes VAT and collection charges, payment must be made in full before collection unless otherwise agreed, risk passes to the buyer on collection, and all sales are final. Evaluation is weighted at 40 points for price, which includes market value, reserve price, cost analysis, and economic factors; 20 points for timelines; 20 points for payment terms; and 20 points for acquisition terms and conditions. TNPA reserves the right to accept or reject any submission and to negotiate for optimal value.
