Overview

Summary

Turnkey supply, installation and configuration of Cisco network equipment, including access and core switches, Catalyst Center and firewalls, for the Gauteng Provincial Legislature's ECM LAN refresh. Requires an OEM-accredited Cisco channel partner with CCNP/CCIE-certified staff, delivered within four months.

Detailed Description

The Gauteng Provincial Legislature (GPL) is seeking a service provider to refresh its Enterprise Composite Management (ECM) LAN infrastructure, which has reached its capacity and cybersecurity limits and approaches end-of-life and end-of-support on 31 October 2026. The turnkey assignment covers the procurement, delivery, installation, configuration, testing, commissioning and support of Cisco equipment at the GPL's Johannesburg (main) and Cape Town offices. The bill of materials (Annexure A) includes Catalyst 9300/9300L access switches, Catalyst 9600 core chassis, Cisco Catalyst Center (DNA Center) appliance and licences, Cisco Secure Firewall 3110 and 3105 appliances with threat defence and cloud management subscriptions, optics, stacking and power cables, and related software licences. The scope also includes project initiation and discovery, compatibility validation, low-level design, cabling and routing from the riser room to the datacenter at both sites, firewall and network migration during approved change windows, testing and user acceptance, documentation, administrator knowledge transfer, OEM warranty, and 90 days of hypercare after final cutover. The project must be completed within four months of appointment.

Bidders must be Cisco-approved channel partners with valid proof of partnership and at least three years of Cisco partnership, supported by annual OEM letters. The bidder must have successfully completed at least three similar ECM, network or ICT infrastructure projects, each supported by verifiable reference letters. The project team must include a CCIE or CCNP (Routing and Switching) professional, and the Project Manager must hold a relevant IT diploma or degree, a recognised project management certification (PMP, PRINCE2 Practitioner or IPMA) and experience managing at least two similar projects. Bids are evaluated on an 80/20 price and preference basis, with a minimum functionality score of 70 out of 100 required to proceed to price evaluation. Functionality criteria cover bidder experience, project manager qualifications, Cisco partnership tenure and a draft project plan. Mandatory administrative documents include the signed Standard Bidding Documents (SBD 1, 3.1, 4 and 6.1), company registration documents, director ID copies, a Central Supplier Database (CSD) registration, a tax compliance PIN, a signed Annexure A compliance declaration, and, for joint ventures, a signed JV agreement with documents for all parties. Prices must be firm, in South African Rand, and inclusive of delivery, labour, licences, training and travel. Payment is made on milestone delivery, and no advance payments are made unless approved in writing.

The assignment offers value to the successful provider through a significant, multi-site enterprise deployment with defined milestones and formal acceptance criteria, and it gives the GPL a secure, scalable and supportable network foundation for its legislative, records management and governance operations. Successful bidders must comply with GPL security clearance requirements, sign confidentiality or non-disclosure agreements, and ensure that any subcontracting does not exceed 25% of total deliverables without GPL approval. Bids are valid for 120 days from the closing date of 9 December 2026 at 11:00, and hard copy submissions with a USB copy are required, delivered to the GPL tender box or by registered courier.
