The Presidency is requesting quotations for a three-day Public Speaking and Leadership course. The public speaking component covers vocal variety, body language, audience engagement, structuring and delivering compelling presentations, managing stage fright, and using emotional connection to become a more inspiring and motivational speaker. The leadership component covers leading people, strategy, leadership communication, diversity, teams, organisational culture, change and transformation, and followership. Learners are also expected to develop skills in influence, persuasion, debate, argument building, information retrieval, literature and research review, independent evaluation of information, conflict management, systems thinking, and values-anchored decision-making. Training dates are to be confirmed. Quotations must be submitted on the eTenders portal with a fully completed and signed SBD 4 form.
The evaluation follows the Preferential Procurement Regulations, 2022 and The Presidency's SCM Policy, using a three-phase process. Phase 1 requires proof of accreditation with the relevant Quality Council for Trades and Occupations (QCTO), supported by a valid certificate or letter, along with CSD registration and submission by the closing date. Phase 2 assesses whether the bidder has quoted for every item in the specification, with full details of the service provided. Bidders must also provide accurate and complete information, as incomplete responses may result in disqualification. Items left unpriced will be treated as offered at no cost. Phase 3 applies an 80/20 preference point system, with 80 points for price and 20 points for specific goals. The specific goals are women ownership (10 points), youth ownership (7 points), and people with disabilities (3 points), verified through CSD reports.
The service provider is responsible for supplying all course materials, venue, and catering, and for issuing a certificate of competence to learners who are assessed as competent. Quotations remain valid for 90 days from the closing date, and The Presidency may request an extension if the process is not completed in that time. Tax compliance and verified banking details are required before final award, and bidders will be given seven working days to correct any deficiencies. Non-compliance with these requirements may result in disqualification.
