Appointment of a service provider to copy digital content from 10 master USB drives onto 250 USB flash drives for the SAFTA judging process. The NFVF supplies the 250 blank USBs. Quotations close 9 November 2026.
The National Film and Video Foundation of South Africa (NFVF) has issued Request for Quotation RFQ35 2026-2027 to appoint a service provider to transfer digital content from master USB drives onto multiple USB flash drives. The copies will be used in the judging process for the South African Film and Television Awards (SAFTAs). The specification requires the transfer of content from 10 master USBs, with 250 copies to be produced, one for each USB flash drive in the run. The NFVF will provide all 250 target USB drives, so the successful bidder's cost will cover the duplication service itself rather than the hardware. Bidders should price the service on that basis and confirm their capacity to complete the full 250-copy run within the timeframe set by the NFVF.
This is a small, time-bound procurement, and it is evaluated under the Preferential Procurement Regulations 2022 using an 80/20 points system, with 80 points for price and 20 points for specific goals. The specific goals are: B-BBEE Level 1 or 2 (5 points); ownership by black people of 50% or more (3 points); ownership by black youth (4 points); ownership by black women of 50% or more (5 points); and ownership by black people with disabilities (3 points). Each claimed goal must be supported by valid proof, such as a B-BBEE certificate or sworn affidavit, certified ID copies of directors, or a medical certificate, or the points for that goal will be forfeited. The NFVF may also consider risk and track record, so a bidder with a lower score could be awarded the contract if the highest-scoring bidder is judged too risky.
Mandatory returnable documents include completed and signed SBD 4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim Form), SBD 8 (Declaration of Past Supply Chain Management Practices) and SBD 9 (Certificate of Independent Bid Determination), together with a company profile, proof of Central Supplier Database (CSD) registration, a valid Tax Compliance Certificate or PIN, and a valid B-BBEE certificate or sworn affidavit. Quotations must be submitted by email to nfvftenders@nfvf.co.za by the closing date of 9 November 2026 at 11:00. Enquiries can be directed to the SCM official, Andiswa Woko, on 011 483 4880. Bidders who do not submit all administrative documents completed and signed risk disqualification.
This tender suits IT, data-management and digital media service providers that can reliably copy and verify content in bulk, and that can meet a tight deadline. Bidders must be registered on the CSD and hold a valid Tax Compliance Certificate or PIN and a B-BBEE certificate or sworn affidavit. Black-owned enterprises, youth-owned, women-owned and disability-owned businesses, and those with B-BBEE Level 1 or 2 status, can claim additional specific-goal points. Sole proprietors and small firms with the capacity to handle a high-volume, short-turnaround task are well placed to compete. Businesses without the necessary compliance documents or the capacity to produce 250 copies within the required timeframe should not apply.
