Overview

Summary

Three suppliers are sought on a three-year contract to supply, deliver and offload water and borehole materials, including pumps, motors, pipe fittings, water meters, valves and electrical components. A compulsory briefing is held on 5 November 2026, and bids close on 27 November 2026.

Detailed Description

The Polokwane Municipality has invited bids to appoint three service providers for a period of three years to supply, deliver and offload additional water and borehole materials. The tender covers a broad schedule of roughly 300 stock items used in municipal water infrastructure. These include compression fittings and elbows in various sizes, bulk and domestic water meters, Mono and Gorman Rupp positive displacement pumps, submersible pumps from 2.2 kW to 9.5 kW, electric motors, contactors and overload relays, star-delta and liquid level control relays, V-belts, bearings, non-return and butterfly valves, pipes, flanges, control panels, service kits, and hand tools and safety equipment. Materials will be ordered as and when required rather than as a single bulk order. Successful bidders must deliver each complete order as a single consignment, within seven working days of the order (or within fourteen working days where items require manufacturing), to the municipal stores at 106 Vermukuleit Street, Polokwane. All materials must be SABS approved, and a sample of required stock must be submitted for approval before bulk delivery. Service providers will be used on a rotational basis, and the Municipality may order items not listed in the pricing schedule. Mark-up on non-scheduled items may not exceed 30% of cost price. Prices are quoted firm for the first year and escalate annually in line with the Consumer Price Index.

Bidders must be registered on the Central Supplier Database (CSD) and hold a valid tax compliance status (TCS) PIN or certificate. Each bid must include certified ID copies of all directors and shareholders, a company certificate, proof that municipal rates and taxes are paid or an acceptable lease or tribal authority letter (not older than three months), and proof of funding from an authorised financial services provider or a credit facility of at least R500,000 (or a bank statement not older than 30 days). All bid documents must be completed in black ink, every page initialled, and the mandatory forms signed, including MBD 1, 4, 5, 6.1, 8 and 9. Attendance at the compulsory briefing session on 5 November 2026 at 10:00 at the New Peter Mokaba Stadium Complex, Executive Lounge, is a critical requirement, and non-attendance will result in disqualification. Bids are evaluated on an 80/20 system, with 80 points for price and 20 points for specific goals, including black, women, disabled and youth ownership of at least 51%, and residence within the Polokwane Municipality jurisdiction. Bids must be deposited in the bid box at the Civic Centre, corner Bodenstein and Landdros Mare Streets, by 10:00 on 27 November 2026, and remain valid for 90 days.

This contract offers a stable, multi-year revenue stream for suppliers of plumbing, pump, electrical and borehole equipment, with the Municipality committing to a three-year framework. It rewards established suppliers able to hold a wide and varied stock range, meet tight delivery timelines and provide SABS-compliant products. Local businesses and firms with qualifying ownership profiles also gain preference points. Bidders should review the pricing schedule carefully, as it contains several duplicated or unclear item descriptions, and should direct technical or procedural questions to the contacts listed in the bid documents before the closing date.

Suitable Businesses

This tender suits suppliers and distributors of plumbing and pipe fittings, water meters, pumps, motors, borehole and submersible equipment, electrical control components, V-belts, valves, and maintenance tools and safety equipment. Businesses must have access to a broad stock range, the ability to source SABS-approved products, and the capacity to deliver within seven to fourteen working days as a single consignment. Companies with CSD registration, a valid tax clearance, funding of at least R500,000, and ownership that qualifies for specific-goals points (such as Polokwane-based, black-owned, women-owned, youth-owned or disabled-owned firms) are well placed to compete. Small and medium suppliers may also qualify if they meet the compliance and financial requirements. Businesses that cannot attend the compulsory briefing on 5 November 2026, or that cannot meet the mandatory documentation requirements, should not apply.
