Overview

Summary

Supply and delivery of forestry harvesting equipment, including chainsaws, brush cutters, safety gear, hand tools and water pumps, for forestry cooperatives and growers in Ingquza Hill, Eastern Cape. Bids close 10 November 2026 at 12:00, and the successful supplier must deliver within one month.

Detailed Description

Ingquza Hill Local Municipality's Economic Development unit (Forestry and Fisheries Section) has issued an open bid for the supply and delivery of harvesting equipment to forestry growers, cooperatives, emerging forestry enterprises and other identified beneficiaries within the municipal area. The procurement aims to improve productivity, support safe working practices, strengthen cooperative participation in the forestry value chain, and contribute to fire prevention and preparedness in forestry areas. The bid is for new, unused equipment that meets the consolidated specification, which lists around 22 item types. Key items include 21 MS 382 chainsaws, 12 heavy-duty 52cc brush cutters, 15 heavy-duty steel slashers, 49 chainsaw helmets, 49 safety boots, 26 chainsaw safety trousers, 20 protective overalls, 13 cut-resistant gloves, 5 reflector vests, first aid kits, fuel containers, chainsaw oil, toolboxes, hand saws, felling axes, measuring tapes, marking paint, and two portable petrol water pumps. Equipment must be accompanied by warranties, user manuals and proof of delivery, and must comply with applicable SANS and safety standards where relevant. The municipality may inspect and reject non-compliant, damaged or used goods, which must then be replaced at no cost. Late delivery attracts penalties under the General Conditions of Contract.

Evaluation uses a functionality stage scored out of 100 points, with a minimum of 70 required to proceed. Functionality covers relevant experience (30 points, supported by at least three public-sector orders or appointment letters and reference letters that will be verified), delivery capacity (30 points, supported by proof of owned or leased delivery vehicles), product quality and compliance (20 points, supported by supplier proof or catalogues and quality certificates), and a signed commitment with affidavit to deliver within one month (20 points). Bids that pass the threshold are scored on an 80/20 price and specific goals basis. Specific goals award points for companies owned by youth (6), women (6), black people (6) and people with disabilities (2). Mandatory documents include a valid full CSD registration report, signed MBD forms 1 to 9, a valid SARS Tax Compliance Status PIN, a signed letter confirming no undisputed municipal accounts overdue by more than 30 days, 100% local content declarations where applicable, and Annexures C, D and E. Bids must be submitted by hand in a sealed envelope marked IHLM/70/2026-27/ECON at 135 Main Street, Flagstaff, 4810, by 12:00 on 10 November 2026. Email, fax and courier submissions are not accepted. Bids remain valid for 90 days.

Bidders should note that the tender document contains some template carry-over. The quality criteria refer to apiculture (beekeeping) equipment, while the rest of the document concerns forestry harvesting equipment. Bidders should seek clarification from the contact persons listed in the advert before pricing. The advert does not disclose an estimated contract value, and the tender record currently shows a draft status, so interested suppliers should confirm the final status and any amendments on the municipal website or the eTenders portal before the closing date.

Suitable Businesses

Suppliers of forestry, agricultural or power tools, chainsaws and brush cutters, and safety clothing and PPE, as well as general suppliers with the logistics to deliver many items to several locations within one month. Businesses must be registered on the Central Supplier Database, hold a valid SARS tax compliance PIN, and have at least three verifiable public-sector supply references. They must also be able to show access to delivery vehicles and provide a signed commitment to deliver within one month. Youth-owned, women-owned, black-owned and disability-owned enterprises can claim specific goals points, which increases their competitiveness. Businesses without forestry or safety equipment supply experience, or those unable to meet the one-month delivery window, are unlikely to be competitive. Companies whose directors are in the service of the state are excluded.
