Eskom seeks suppliers to fabricate, supply and deliver various ash plant pipework items on an as-and-when-required basis to Kriel Power Station Stores over 5 years. Bidders must hold ISO 3834-2 welding certification and show proven carbon steel pipe supply experience.
Eskom Holdings SOC Ltd, through its Kriel Power Station in Mpumalanga, has issued an open Invitation to Tender (Reference E3721GXMPKRI) for the fabrication, supply and delivery of various ash plant pipework items on an as-and-when-required basis to Kriel Power Station Stores. The contract runs for a period of 60 months, with the NEC3 Supply Contract (Option X1 price adjustment for inflation, X7 delay damages and X17 low performance damages applying) as the governing framework. Eskom will issue orders against the contract as requirements arise, so the successful supplier must be able to respond to varying quantities, sizes and delivery schedules over the contract term. Tenders close on 20 November 2026 at 10:00, and a non-compulsory clarification meeting will be held via MS Teams on 10 November 2026 at 10:00. Tenders are to be submitted electronically through the Eskom e-tendering site, in PDF format with pricing in both PDF and Excel. Alternative tenders are not permitted, and tenders must remain valid for 120 days from the closing date.
To be considered, bidders must meet mandatory technical criteria, including a valid, certified ISO 3834-2 Welding Quality Management certificate, and must reach a 70% functionality threshold. Functionality is assessed on the supplier's proof of at least three to five previous carbon steel pipe supply and delivery orders stamped by the client, fully signed databooks for those orders (including QCP/ITP, WPS and PQR, material certificates, NDT reports, surface preparation and certificates of conformity), and a human resource capability requirement of coded welders with valid trade test and welding qualification certificates. Bidders must also provide a guarantee and warranty letter for the supplied fabricated pipework, with longer warranty periods scoring higher. Quality requirements fall under Quality Category 2, which requires either ISO 9001 certification or a documented quality management system that complies with ISO 9001, along with a draft Contract Quality Plan and Quality Control Plan. Environmental requirements include an Environmental Policy, an Environmental Aspects and Impacts Register and an Environmental Management Plan. Health and safety requirements include a signed Annexure B acknowledgement, a Health and Safety Plan, detailed OHS costing, a baseline risk assessment, a valid COIDA letter of good standing, and a CEO-signed OHS policy. Mandatory contractual requirements include CSD registration, with the successful bidder required to be registered on the Central Supplier Database before award.
Price is evaluated on a 90/10 or 80/20 preference point system, depending on the lowest acceptable tender value, with a maximum of 10 or 20 points for B-BBEE specific goals. Eskom has set targets of 100% local procurement content and a 25% spend with black-owned designated group suppliers, with the successful supplier expected to subcontract a portion of the scope to EME or QSE suppliers with at least 51% black ownership, preferably local to the Kriel and Matla feeder areas. Skills development targets include three entry-level welders developed to trade test level, at the supplier's own cost. A 2% SDL&I penalty and 2% retention on invoices apply to SDL&I non-compliance. Payment is made within 30 days for contracts under R50 million and within 60 days for contracts above that value. Subcontracting 100% of the scope results in disqualification, and any joint venture must be jointly and severally liable under the agreement.
This tender suits established metal fabricators and engineering firms with ISO 3834-2 welding certification, carbon steel pipe fabrication experience and coded welders with valid trade tests. Bidders should also hold ISO 9001 certification or an equivalent quality management system, be CSD registered, and be able to provide proof of past client-stamped pipe supply orders and fully signed databooks. Companies that can offer warranties of at least 12 to 24 months and meet OHS, environmental and COIDA requirements are well placed to compete. Smaller EME and QSE fabricators with at least 51% black ownership, particularly those based in or near the Kriel and Matla feeder areas, are well positioned as subcontractors. Joint ventures may bid if they meet the joint and several liability requirements. Businesses without ISO 3834-2 certification or the required fabrication track record are unlikely to meet the mandatory criteria.
