Department of Public Works and Infrastructure seeks a contractor to provide 36-month cleaning services at the Bloemfontein Supreme Court of Appeal (approx. 9,340 m²), with a minimum of 11 full-time cleaners. Compulsory briefing 5 Nov 2026; closes 17 Nov 2026 at 11:00.
The Department of Public Works and Infrastructure (DPWI) has invited bids (Bid No. BL26/010) for the rendering of cleaning services at the Bloemfontein Supreme Court of Appeal over a 36-month period. The contractor must supply all labour, cleaning materials, consumables, tools, equipment and machinery for the full contract term. The site covers approximately 9,340 m², and the department requires a minimum of 11 full-time cleaners on site, using a norm of one full-time employee per 850 m². Services span daily, weekly and monthly tasks, including dusting, floor maintenance, window and glass cleaning, toilet and ablution sanitation, kitchen cleaning, rubbish removal, parking and basement cleaning, and cleaning of courtrooms, board rooms, the main hall and the entrance and reception areas. Specialised services are also required, including high-rise window washing and industrial carpet deep-cleaning, each performed twice a year. Day cleaning runs Monday to Friday, 07:00 to 15:30, with all workers off the premises by 20:00.
Bidders are evaluated on functionality before price. Functionality criteria (minimum 50% to qualify) are: relevant experience and references, weighted at 40%, which requires verifiable references for cleaning contracts of at least 5,000 m² completed within the past five years; financial capacity to sustain operations, weighted at 30%, which requires evidence of funds or credit facilities equal to at least two months of the estimated contract value; and adequacy of cleaning materials and consumables, weighted at 30%, which requires an itemised quotation from a registered supplier covering one month of service. The evaluation uses the 80/20 preference point system, so price carries 80 points and B-BBEE and specific goals carry 20 points. Specific goals include EME/QSE or black-owned status, location in Mangaung Metro, and ownership by black women, black youth, or people with disabilities.
Compliance requirements are strict. Bidders must be registered on the Central Supplier Database, submit a valid tax compliance status (or PIN), provide a signed PA-32, complete a compulsory site briefing (5 November 2026, 11:00, NDPWI Main Hall, 18 President Brand Street, Bloemfontein), and submit the required sworn affidavits and resolutions. Contractors must also comply with the Sectoral Determination for contract cleaning, provide public liability insurance and COIDA, UIF, OHS and BCEA compliance proof, and meet an OHS health and safety specification. The contract is also linked to EPWP labour-intensive principles, with targets for women (55%), youth (55%) and people with disabilities (2%). Bids are valid for 120 days, and the bid document costs R200 (non-refundable).
Established cleaning and facilities management companies with experience in large-scale cleaning contracts (at least 5,000 m²) and the financial capacity to fund salaries and materials for two months before the first payment. Businesses must be CSD-registered, tax compliant, and able to recruit and supervise at least 11 workers, provide uniforms and PPE, and meet OHS and labour law requirements. Companies that are EME/QSE, black-owned, black women-owned, youth-owned, or owned by people with disabilities, or that are based in Mangaung, can claim additional preference points. Joint ventures and consortia may also apply if they meet the requirements.
