Provision of integrated hygiene, sanitation, washroom hygiene, pest control and fumigation services for Gauteng Department of Human Settlements offices across six regional sites over 36 months. Bidders need proven hygiene and pest control experience and a Gauteng operational presence.
The Gauteng Department of Human Settlements (GDHS) is seeking a service provider to deliver integrated hygiene, sanitation, washroom hygiene, Integrated Pest Management (IPM) and fumigation services at its departmental facilities for a period of thirty-six (36) months. The services cover six sites: the Johannesburg Regional Office and Head Office at Marshalltown (approximately 5,556 m2), Tshwane (Arcadia), Ekurhuleni (Alberton), Sedibeng (Vereeniging), Meyerton and Mogale City (Krugersdorp). The Department may adjust sites and equipment quantities during the contract, including for relocations or a future Head Office, so the successful provider must be able to scale services up or down on written instruction.
The scope includes supplying, installing, servicing, maintaining and replacing hygiene equipment such as sanitary bins, soap and paper towel dispensers, toilet seat sanitiser dispensers, automatic air fresheners, urinal sanitisers, toilet roll holders, hand sanitiser dispensers and baby changing stations, in line with detailed stainless steel specifications in the Terms of Reference. The provider must supply all consumables and batteries, collect and dispose of sanitary waste at licensed facilities, and meet minimum service frequencies (generally twice weekly for hygiene services and monthly for pest inspections and preventative treatments, with quarterly fumigation). The IPM programme covers rodents, cockroaches, ants, flies, mosquitoes, termites, bed bugs, fleas, wasps and bees. Emergency pest call-outs must be attended within 24 hours for urgent risks and within 48 hours otherwise, and equipment defects have defined response times of 24 hours (critical), 48 hours (major) and five working days (routine). Staffing requirements include dedicated hygiene assistants at each site, one contract supervisor, and two registered Pest Control Operators. Monthly service reports, an inventory register, a 30-day IPM plan, and a contract mobilisation plan are also required.
Mandatory returnable documents include a compulsory briefing session attendance certificate (scheduled for 3 November 2026 at 11:00, 129 Fox Street, Marshalltown), a completed pricing schedule and SBD 3.3, SBD 4, a signed Integrity Pact, a COIDA letter of good standing for the Cleaning, Hygiene and Pest Control industry, original certified Pest Control Operator registrations covering structural pest control and fumigation, proof of GWIS registration, and a certificate for transporting or disposing of sanitary (hazardous) waste. Administrative documents include SARS tax compliance PIN, CSD registration, CIPC documents, B-BBEE certificate, and directors' IDs. Evaluation is 80/20 on price and specific goals, with a 70-point minimum on functionality. Functionality weights experience in hygiene and pest control (35 points), operations or project manager experience (14), hygiene assistant experience (13), pest control operator experience (14), IPM methodology (19) and Gauteng locality (5). Bidders should note that the pricing form in the document (SBD 3.3) appears to reference an unrelated National Treasury advisory service, so the official pricing schedule (Annexure A) and Terms of Reference should be confirmed with the Department. Bids must be hand-delivered in a sealed envelope to the Nevada Building tender box in Alberton by 11:00 on 20 November 2026, as electronic and late submissions are not accepted.
This tender suits established hygiene, sanitation and pest control companies with at least 24 months of combined experience in both fields, documented through signed appointment letters and reference letters. Businesses must hold valid Pest Control Operator registrations for structural pest control and fumigation, COIDA good standing for the cleaning and pest control industry, and an operational base in Gauteng, which also earns locality points. Companies with the capacity to supply and maintain stainless steel dispensers, bins and equipment across multiple sites will be best placed to compete. EMEs, QSEs and businesses owned by women, youth, people with disabilities or military veterans may claim specific-goal points. Joint ventures and consortia are permitted, provided each partner submits its own tax, CSD and COIDA documents and a signed agreement. Smaller firms without fumigation capability or multi-site experience should consider partnering with a qualified sub-contractor, provided the sub-contract documentation is complete.
