Supply, delivery and installation of six rifle safes with top safes and a steel bullet trap for Centlec in Bloemfontein. Products must meet firearm and ammunition storage legislation and the stated ballistic specifications. Bids close 26 October 2026.
Centlec (SOC) Ltd, based in Bloemfontein, Free State, invites quotations for the supply, delivery and installation of six rifle safes with top safes (Item 1) and one steel bullet trap (Item 2). The rifle safes must be manufactured in accordance with current South African legislation governing the storage of ammunition and firearms. Each safe requires a 7-lever heavy-duty lock system with two keys, capacity for up to 16 rifles, storage for ammunition and handguns, and theft-resistant construction. The specification also calls for six fixed shelves, a top compartment with an adjustable shelf, pre-drilled holes for installation (two in the back and two in the floor), a 3mm body and 6mm door, serial numbering, and an approximate unit weight of 306kg. Bidders must demonstrate high-quality craftsmanship.
The steel bullet trap must be constructed from high-hardness ballistic steel, typically AR500 or AR550 (450 to 510 Brinell). Plate thickness must be 1/4 to 3/8 inch for pistol-rated units and 3/8 to 1/2 inch (or thicker for heavy calibres) for rifle-rated units. The trap must be rated for handgun velocities up to 2,200 FPS and rifle velocities up to 3,600 FPS, with a generally maximum bullet weight of 500 grains. Armour-piercing, incendiary and steel-core rounds are prohibited. Delivery must follow Centlec's instructions and be completed within 30 days of receiving an official order. Quoted prices must exclude VAT but include delivery charges, and remain valid for at least 30 days from the offer date. Centlec may request samples and reserves the right to accept a portion of any quotation or to appoint the second-lowest bidder if the first bidder quotes incorrectly or requests price adjustments.
Bidders must be registered on the Central Supplier Database (CSD) and submit their CSD report and certified ID copies of company owners. Mandatory documents include a company registration (CK) copy, an original valid Tax Clearance Certificate or SARS PIN, and municipal services clearance (water, sanitation, rates and electricity), or an acceptable lease agreement and current account. Compulsory MBD forms, including MBD 4 (Declaration of Interest) and MBD 9, must be fully completed and signed. Bids are evaluated under the 80/20 preference point system, with 20 points available for specified goals: 50% black ownership, 50% women ownership, 50% youth ownership (under 35), and locality within the Centlec area of supply. A valid SANAS-approved B-BBEE certificate or sworn affidavit should be submitted to claim points.
