South African National Parks (SANParks), a Schedule 3A public entity, has issued a Request for Quotation (RFQ 36442) for an accredited training provider to deliver a five-day Business Management course at NQF Level 4. The training will be held in Kruger National Park at Mopani and Skukuza and must be attended by 60 participants. The exact dates and venue are still to be confirmed, although the RFQ's purpose statement refers to a December 2026 delivery window. Interested providers must submit a formal written price quotation on company letterhead, with a full cost breakdown, by email to Sibongile.Cindi@sanparks.org by 12:00 on 23 October 2026. Submissions sent to any other address will not be accepted, and late submissions will be disqualified. The RFQ remains valid for 90 days from the closing date.
The appointed provider must be accredited by the Services SETA or the Quality Council for Trades and Occupations (QCTO) for Business Management at NQF Level 4, and must submit proof of this accreditation with the bid. Scope of work includes facilitating a practical, interactive, accredited programme that meets SETA/QCTO standards, with the facilitator supplying their own laptop and training aids. The provider must also supply learning materials to each participant, conduct formative and summative assessments, and complete, assess and submit all Portfolios of Evidence for moderation. Additional deliverables include issuing Certificates of Attendance, providing Statements of Results to learners deemed competent after moderation, collecting certified copies of each participant's ID and highest qualification, maintaining daily signed attendance registers, and submitting a detailed report to SANParks at the end of the training. Travel, accommodation and meals for the facilitator are included in the pricing. The price must be quoted in Rand exclusive of VAT, with items covering training materials, facilitation fees, facilitator travel and subsistence, assessment and moderation, and certification.
Evaluation is based on an 80/20 preference point system, where 80 points are allocated to price and 20 points to specific goals, such as Black ownership and women ownership, supported by valid B-BBEE documentation. Bidders must also be registered on the Central Supplier Database (CSD) and provide a valid SARS Tax Compliance PIN or CSD number, along with a completed SBD 1 and SBD 6.1 and the other standard bidding forms. Failure to meet any mandatory requirement, including the SETA/QCTO accreditation letter, may result in disqualification. Payment is made within 30 days of invoice after the service is rendered. Note that the scope of work refers to tailoring the training to Small-scale Fishing Cooperatives, which may be a template carry-over. Bidders should seek clarification on the target audience and content through the designated SCM or technical contacts, but must not contact other SANParks staff directly about this RFQ.
This tender is best suited to registered training providers, skills development companies and training academies that hold current Services SETA or QCTO accreditation for Business Management at NQF Level 4. Applicants should have experience delivering SETA-accredited programmes, managing moderation and Portfolio of Evidence processes, and running multi-day residential training in remote locations. Bidders must be registered on the Central Supplier Database, hold a valid SARS Tax Compliance PIN, and be able to provide a quotation that covers all cost items, including travel, accommodation and meals for the facilitator. Small, medium and Black-owned or women-owned businesses may benefit from the specific-goals preference points. Businesses without SETA/QCTO accreditation, without this specific qualification, or without the capacity to deliver nationally moderated training should not apply.
