Recruitment agency sought to source, vet and place office assistant cleaners across all provincial offices and Head Office for 12 months, as required. Requires CSD registration, cleaning industry body membership and reference letters. Closes 23 October 2026.
The National Lotteries Commission (NLC), a public entity regulating the National Lottery and administering the National Lottery Distribution Trust Fund, is seeking a qualified recruitment company to source, vet and place office assistants (cleaners) at its Head Office in Pretoria and its offices in all nine provinces. The engagement covers a 12-month period and is on an as-and-when-required basis, meaning placements are requested to cover absences or incapacity of permanent office assistants. The appointed agency will be responsible for sourcing suitable candidates, paying the office assistants at no less than the NLC's prescribed rate, and invoicing the NLC for the placements. Under the pricing model, bidders quote a daily and monthly rate per employee plus a management fee expressed as a percentage of the monthly rate, which covers sourcing, placement and payroll costs. The indicative monthly rate in the pricing schedule is R11,525 per employee, or R138,300 over twelve months before VAT.
The service provider must supply a minimum of three CVs per placement request, drawn from its database, and each candidate must hold a Senior Certificate (Matric) and have at least one year of experience in office cleaning. Supporting reference letters are required for each candidate. Placement requests will be issued by the NLC's Human Capital function with at least 24 hours' notice, and candidates are subject to vetting by Human Capital and the Facilities function, with interviews possible at the NLC's discretion. Once placed, office assistants will carry out a defined set of daily, weekly and periodic cleaning tasks, including opening-time cleaning of the reception area before 08:00, daily floor cleaning, dustbin emptying, kitchen and bathroom cleaning, carpet vacuuming, furniture dusting, boardroom servicing, quarterly internal window cleaning and preparation of tea and coffee for meetings and workshops. Timesheets must be completed and signed daily and submitted to the Recruitment Office and the relevant Provincial Office. The NLC will provide induction, tools of trade and uniforms for longer placements.
Bidders must be registered on the Central Supplier Database with a valid tax compliance status on the closing date, and must submit a B-BBEE certificate or sworn affidavit, a signed POPIA consent form, and the standard bidding documents (SBD 1, 4, 6.1 and related forms). Mandatory requirements also include membership of the Bargaining Council for the Contract Cleaning Service Industry (BCCCI) or the National Contract Cleaners Association (NCCA), and three contactable reference letters on client letterhead, dated within the last five years, confirming provision of office assistants or cleaners. Appointment letters and orders are not accepted as references. Evaluation follows the 80/20 preference point system, with 80 points for price and 20 points for specific goals, including black ownership, women ownership, black youth ownership and disability ownership. Bids close on 23 October 2026 at 11:00 (South African Standard Time) and must be submitted via the eTenders portal. Bids remain valid for 120 days from the closing date, and late or emailed submissions will not be accepted.
Recruitment and labour placement agencies registered on the Central Supplier Database, particularly those with experience sourcing and placing cleaning or support staff. Cleaning contractors that are members of the BCCCI or NCCA and have at least one year of office cleaning experience may also qualify. Businesses that hold a valid tax compliance status and B-BBEE credentials, including EMEs, QSEs, and firms with black, women, youth or disability ownership, may benefit from specific-goal preference points. Companies must have capacity to recruit candidates nationally and respond to placement requests within 24 hours. Businesses without recruitment capability or with no cleaning industry affiliation are unlikely to meet the mandatory requirements.
