Professional engineering design services for a monitoring-only system covering sewerage and storm water sump pump stations at O.R. Tambo International Airport, including field instrumentation, telemetry, a cloud platform and a mobile app. The 36-month NEC3 engagement closes on 10 November 2026.
Airports Company South Africa (ACSA) is seeking a suitably qualified professional engineering consultant to assess, design, document and monitor the implementation of a remote monitoring system for sewerage and storm water sump pump stations at O.R. Tambo International Airport. The consultant will carry out site inspections and data collection across all identified pump stations, then progress through the staged design process: project initiation, concept and viability, detailed design, tender documentation and procurement, implementation monitoring, and close-out. The scope covers field instrumentation, telemetry and communications, a secure cloud monitoring platform with a continuous time-series database, dashboards and a REST API, a Kotlin Multiplatform mobile application for Android and iOS, and a read-only interface to ACSA's Integrated Maintenance Control System (IMCS) SCADA. The Consultant also reviews cybersecurity, data protection (POPIA) and alarm management, and must align with standards including IEC 62443, ISO/IEC 27001, SANS 10142-1 and ISA-18.2.
The system is strictly monitoring-only. It must acquire, display, store, trend and alarm pump status, wet-well levels, power, overload and running hours, but must not start, stop, reset, sequence or otherwise control any pump, motor, valve or process. Existing local control, protection and hard-wired interlocks must remain unchanged and isolated from the monitoring system. The consultant provides professional services only: supply, installation, configuration and commissioning sit in a separate future construction contract, including a R650,000 provisional sum for IMCS integration. The engagement runs for 36 months under an NEC3 Professional Services Contract (Option A, priced activity schedule), with a 2% performance bond, delay damages of 1% per week capped at 10% of professional fees, a 52-week defects period, and a 50% Contract Participation Goal. The estimated contract value is not disclosed in the documents, and pricing is submitted against a 26-item activity schedule excluding VAT.
Tenders are evaluated in three stages: mandatory administrative compliance, functionality, and price and preference (80/20 or 90/10). Functionality is scored out of 100 with a minimum threshold of 70 points. The heaviest weighting, 70 points, is placed on key personnel: Project Manager (15), Control and Instrumentation Engineer (20), Mechanical Engineer (10), Electrical Engineer (10) and Software/Cloud Engineer (15). The remaining 30 points cover company experience (20 points, based on completed pump-station, telemetry, SCADA/IMCS, IoT or mobile projects) and methodology (10 points). Bidders must provide mandatory returnables including the signed NEC3 Form of Offer, SBD forms, a valid tax PIN, CSD report, BBBEE certificate, COIDA letter of good standing and a Schedule of Company Experience citing at least two completed engineering projects of R5 million or more (excluding VAT) within the last 15 years, supported by client reference letters. Bids must be submitted by email to Acsarfq@airports.co.za by 12:00 on 10 November 2026, with the bid split into at least four attachments of no more than 4 MB each. Clarification questions closed on 30 October 2026.
This tender suits ECSA-registered engineering consultancies with proven experience in instrumentation, telemetry, PLC/RTU, SCADA or IMCS integration, industrial IoT or cloud platforms, mobile application development and industrial cybersecurity. Firms must be able to field a multidisciplinary team (control and instrumentation, mechanical, electrical, software/cloud, and project management) with the qualifications and registrations specified, and to provide at least two completed relevant projects. Joint ventures must be VAT-registered as a single entity and provide a consolidated BBBEE certificate. Suppliers should also be comfortable with security vetting, airside access permits and NEC3 contract terms. Construction, electrical installation and software vendors without a professional engineering consultancy role are not the intended audience, as they are excluded from this scope.
