Eskom seeks registered scrap dealers for a 3-year enabling agreement (1 Dec 2026 to 30 Nov 2029) to purchase, collect and remove scrap conveyor belts at Majuba Power Station on an as-and-when-available basis. Bids are priced per kg and close 9 November 2026.
Eskom Holdings SOC Ltd, through its Procurement and Supply Chain Management division, has issued an open Invitation to Tender (OLT2128239) for the establishment of a three-year enabling agreement for the disposal of scrap conveyor belts at Majuba Power Station in Mpumalanga. The contract runs from 1 December 2026 to 30 November 2029. This is an income-generating disposal rather than a procurement of services: Eskom sells its surplus scrap, and the successful tenderer pays Eskom for the material. Scrap is removed on an as-and-when-available basis, so no fixed volumes are guaranteed and quantities for the mixed belt category are unknown. Pricing is submitted per kilogram, excluding VAT, for three categories: scrap steel cord conveyor belts, scrap ply conveyor belts, and scrap off-cuts and pieces. Oil remaining in the equipment becomes the property of the successful tenderer, who is also responsible for any resulting spillage and must rehabilitate any oil spills.
The scope covers the safe collection, handling, removal and transportation of the scrap, with the purchaser responsible for leaving the site clean after each collection. Payment to Eskom is due no later than five days after the sale date, and material is released only after payment is received and the buyer has obtained a removal and transport permit. Successful tenderers must obtain an Eskom permit before starting work and must notify the Eskom site agent on completion so the job can be signed off. Littering is prohibited, no rubble may be left on site, portable firefighting equipment must be available during cutting operations, all work must comply with the OHS Act 85 of 1993, and no accommodation is permitted on site. Eskom accepts no liability for losses, theft, damage or personal injury arising from removal work.
Evaluation is split into two stages. Technical evaluation (pass/fail gate and scored criteria) includes a desktop review and a site visit inspection, assessing technical and mechanical capability, industry experience, an ethical track record under the Second-Hand Goods Act, company documentation, safety, environmental and quality systems, site and yard standards, oil spill kits, firefighting equipment, hazardous waste separation, PPE, security, storage facilities, machinery, truck fleet, and whether the bidder processes material or buys off the street. Commercial evaluation uses the 80/20 preference point system, with 80 points for price and 20 for specific goals under PPPFA 2022. Mandatory requirements include valid CSD registration and a completed Invitation to Tender. Other returnables include second-hand goods dealer registration with SAPS, waste transporter registration under the NEM: Waste Act 59 of 2008, facility registration for storage or sale, ISO 14001 certification or an environmental management plan and waste management plan, a signed OHS and environmental policy, a baseline risk assessment, a method statement based on the scope of work, COIDA good standing, a technical inventory list, and tax compliance evidence. Bidders with open non-conformances or defaults on existing Eskom contracts will be disqualified. Several annexures refer to other power stations (for example Arnot), so bidders should confirm the applicable requirements with the Eskom Representative, Reqeba Kamroodeen (kamroore@eskom.co.za), before submitting. Tenders close on 9 November 2026 at 10:00 and must be submitted electronically to informaltendering@eskom.co.za. Late tenders are not accepted, and the tender validity period is 90 days.
