Eskom seeks pre-qualified scrap dealers for a 36-month enabling agreement to purchase and collect scrap KVA transformers and mini-subs (5 kVA to 1000 kVA) at its North West operating unit on an as-and-when basis. Pricing is set through reverse e-auction, and successful bidders must pay upfront and collect each batch within 7 working days.
Eskom Holdings SOC Ltd is inviting tenders to establish a 36-month enabling agreement with pre-qualified scrap dealers for the purchase, collection and removal of scrap KVA transformers and mini-subs at its North West Operating Unit (OU). The scope covers units rated from 5 kVA to 1000 kVA, comprising a mix of aluminium and copper core units. Work is issued as standalone task orders (work instructions) per site and per batch, typically ranging from 15 to 150 transformers at a time. Successful tenderers must pay in full upfront for each allocated batch, without re-batching or part payment, and collect all units within 7 working days of the approved task order date. Eskom has indicated that the agreement is contractually fixed for 36 months, but volumes are not guaranteed, so suppliers must be able to mobilise capacity at any site within the North West OU throughout the term.
The purchaser is responsible for the safe collection, handling, dismantling where required, loading and transportation of all units, using qualified labour and certified plant, machinery, equipment and transport. Contractors must clean each site once collection is complete, remove all waste (no rubble may be left on site), and rehabilitate any oil spills at their own cost. Oil quantities are unknown, and any oil remaining in units transfers to the successful tenderer. Other key conditions include obtaining an Eskom work permit before commencing work, providing portable firefighting equipment during cutting operations, nominating three company representatives for site access, and complying with the OHS Act 85 of 1993 and Eskom's SHEQ requirements. Non-compliance may result in a Non-Conformance Report (NCR). Eskom will not be liable for theft, damage or injury during removal. No on-site accommodation will be provided.
Price is determined through a reverse e-auction, after evaluation, using 80/20 preferential point scoring (80 points for price, 20 for specific goals, based on B-BBEE). Mandatory returnables include a CSD registration (required before award), a completed Invitation to Tender, the Integrity Declaration, SBD forms and a valid Second-Hand Goods Act certificate, along with evidence of COID good standing and a B-BBEE certificate or affidavit. Technical evaluation (100% weighted) assesses technical and mechanical capability, industry experience, ethical track record, safety and environmental policies, equipment, truck fleet, storage facilities and whether bidders process scrap themselves or act only as agents. Eskom will conduct a desktop review followed by a site visit inspection. A non-compulsory clarification meeting is scheduled for 16 November 2026. The tender closes on 20 November 2026 at 10:00. Note that the cover page states a validity period of 90 days, while the Tender Data states 12 weeks; bidders should confirm the applicable period with the Eskom Representative.
Registered scrap dealers and recyclers holding a valid Second-Hand Goods Act licence and CSD registration, with capacity to pay upfront for batches of up to 150 units and collect within 7 working days. Suitable bidders will have their own heavy transport and certified lifting and handling equipment, qualified staff, oil spill response kits, firefighting equipment, and a documented SHEQ management system (including an environmental policy, baseline risk assessment, waste management plan and incident register). Companies with a B-BBEE credential will benefit from the specific goals scoring. Foreign scrap dealers with no South African presence may apply but must complete the SBD 1 form. Bidders should also confirm they are not linked to Eskom employees and have no open non-conformances or defaults on previous Eskom contracts. Small and medium recyclers with regional North West logistics are well placed to compete.
