Eskom seeks a contractor to buy, collect and remove scrapped ferrous metals at its North West Operating Unit over 36 months, as and when required. Bids are priced as a percentage of ITAC metal prices; CSD registration is mandatory.
Eskom Holdings SOC Ltd, South Africa's state-owned electricity utility, has issued an open Invitation to Tender (E3781DXNWOU) for the purchase, collection and disposal of scrapped ferrous metals at its North West Operating Unit. The contract runs for 36 months from signature and operates on an as-and-when basis. Scrap categories include CT/VTs, glass and ceramic insulators, porcelain, reclosers and circuit breakers, isolators, steel cages, steel, sub-grade material, line hardware, mixed insulators, general waste, and other ferrous commodities. Mixed steel (ITAC code 201) is the highest-volume category and will receive particular evaluation attention. The contractor must collect all scrap from designated Eskom sites without sorting or selecting items, leave a clean area, and provide at least six marked skip bins at designated sites around the power station. Pricing is submitted as a percentage of the ITAC Metal Bulletin price per ton, excluding VAT. Payment is due within five working days of sale, and the contractor must submit weighbridge tickets for empty and loaded trucks, a reconciliation of collected scrap every two weeks, proof of payment, and safe disposal certificates monthly.
Tenders are evaluated on an 80/20 preference point system, with 80 points for price and 20 points for specific goals under the Preferential Procurement Policy Framework Act. Technical evaluation is a two-phase process comprising a desktop assessment and a site visit. Assessment criteria include the bidder's technical and mechanical capacity to process the volumes involved, industry experience, an ethical track record under the Second-Hand Goods Act, company documentation (VAT, industry registration, Second-Hand Goods registration), safety and environmental policies, PPE, fire-fighting and oil-spill equipment, hazardous and non-hazardous waste separation, storage facilities, plant and truck fleet, and whether the bidder processes scrap or only acts as an agent. Mandatory requirements include valid CSD registration and a complete ITT. Safety returnables include an OHS plan, baseline risk assessment, COIDA good-standing certificate and CEO-signed OHS policy, while environmental returnables include an ISO 14001-aligned policy, aspects and impacts register, emergency plan and waste management plan. Bidders must also provide a criminal-record check for employees and a valid Second-Hand Goods certificate. Key dates are a non-compulsory clarification meeting on 10 November 2026 at 10:00, a closing date of 16 November 2026 at 10:00, and a validity period of 90 days. Submissions must be made electronically via the Eskom e-tendering portal in PDF and Excel format. The ITT contains some inconsistencies, including differing payment-method wording and validity periods, so bidders should confirm these in writing with the Eskom Representative, Lunga May, before the clarification deadline.
Licensed scrap dealers, metal recyclers and ferrous metal processors with Second-Hand Goods Act registration, their own trucks and loading equipment, weighbridge access, and the capacity to handle large and mixed ferrous volumes. Bidders must be CSD-registered, tax compliant and able to meet Eskom's safety (OHS and COIDA) and environmental (ISO 14001-aligned) requirements, including waste handling, oil-spill management and fire-fighting equipment. Exempt from B-BBEE scoring are only the points for specific goals; EMEs and QSEs may benefit from specific-goal points. Companies with open Eskom non-conformances or previous contract defaults are ineligible. Bidders should be able to operate in the North West province and provide payment within five working days of sale.
