Overview

Summary

CSIR seeks pre-qualified multidisciplinary professionals for a five-year panel covering property management, town planning, land surveying, conveyancing, quantity surveying, financial accounting and infrastructure advisory. Panel members are invited to quote on specific assignments as needed.

Detailed Description

The Council for Scientific and Industrial Research (CSIR) has issued an Expression of Interest (EOI No. 8133/19/11/2026) to establish a panel of suitably qualified professional service providers for integrated immovable asset, property and infrastructure management. The panel will operate over a five-year period and will supplement CSIR teams on an as-and-when basis. Qualified panel members will be invited to submit pricing proposals or requests for quotation for specific assignments, which will be defined by scope, deliverables and timelines. The EOI is not an offer to do business and does not guarantee any volume of work.

The EOI comprises nine work packages: (1) Property Management Specialist, (2) Town Planner, (3) Land Surveyor, (4) Legal Conveyancer, (5) Property Economist, (6) Financial Accountant, (7) Quantity Surveyor, (8) Construction Project Manager, and (9) Advisory Services on Infrastructure Management and Policy Development. Respondents may apply for individual work packages or for several, but each work package must be submitted separately. Requirements include relevant tertiary qualifications, mandatory professional registration for certain packages (for example SACPLAN for Town Planners, SAGC for Land Surveyors, the Legal Practice Council for Conveyancers, SAICA for Financial Accountants, SACQSP for Quantity Surveyors and SACPCMP for Construction Project Managers), and minimum years of senior experience, typically five to seven years. Evaluation is based on a two-phase process: elimination criteria, followed by technical scoring covering qualifications and registration, experience, and client reference letters, with a minimum threshold of 70 points overall. Compliance with GIAMA, PFMA, GRAP, SPLUMA and related legislation is expected.

For qualifying service providers, the panel offers recurring access to public-sector work and the opportunity to participate in a high-profile national research organisation's asset management programme. Responses must be submitted electronically to tender@csir.co.za by 16:30 on 19 November 2026, with the EOI number and description as the email subject. Mandatory documents include a valid COIDA Letter of Good Standing, a valid CSD registration, a valid tax compliance status, and signed SBD forms and declarations. Consortia and joint ventures must provide signed agreements and separate tax and CSD details for each party. Proposals must remain valid for 120 calendar days after the closing date.

Suitable Businesses

Registered professional firms and individual consultants holding relevant qualifications and statutory registrations, including property management and valuation practices, town planning and GIS consultancies, land surveying firms, conveyancing and attorney practices, property economics and financial advisory firms, quantity surveying practices, construction project management firms, and asset management and infrastructure policy advisors. Businesses should have at least five to seven years of relevant senior experience, public-sector experience is advantageous, and strong client reference letters are required. Small and emerging businesses, including B-BBEE-qualifying entities and joint ventures, may also apply, provided they meet the mandatory requirements and submit valid B-BBEE documentation.
