Overview

Summary

Transnet Engineering Durban seeks a contractor to supply, install and replace damaged LPG and oxygen pipeline sections, including pressure testing and commissioning, over 2 months. Bidders need CIDB 3ME grading, SAQCC gas registration, certified coded welders and an Approved Inspection Authority.

Detailed Description

Transnet Engineering's Durban Main Centre, located at 311 Solomon Mahlangu Drive, Rossburgh, is seeking a qualified contractor to repair and replace deteriorated sections of its industrial LPG and oxygen pipeline network. The works cover the removal of corroded or damaged pipework, supply and installation of new mild-steel pipe, fittings, flanges and fire-safe ball valves, and the replacement of approximately 110 LPG and 110 oxygen bullnose shut-off valves. The scope is spread across several bays and spray booths, including the stretch between Bays 21 and 50, the lines serving Bays 33, 34, 36 and the one-, three- and six-burner LPG heated spray booths, and the associated Golden Weld tie-in points. The contract is for a period of 2 months, with the detailed programme to be confirmed at award.

Technical requirements are demanding. Work must comply with the Pressure Equipment Regulations, SANS 347, SANS 10260-1 for oxygen service, SANS 10087-3 for LPG, SANS 15607 for welding procedures, and the Occupational Health and Safety Act. Oxygen piping must be kept oxygen-clean throughout. Quality assurance includes 100% visual weld inspection, at least 10% radiographic testing by a SANAS-accredited NDT provider, a 24-hour nitrogen pressure test witnessed by the AIA, and a final Quality Data Pack with certificates of conformance, material certificates, weld maps, calibration records and as-built drawings. Standard requirements include a 12-month warranty after final acceptance, a 52-week defects liability period under the contract data, and coating suitable for a heavy saline atmosphere. Mandatory pre-qualification items are SAQCC Gas registration for both LPG and oxygen, a named coded welder, a named health and safety practitioner, and an undertaking to appoint an AIA. A compulsory clarification meeting and site walk takes place on 2 November 2026, and tenderers must attend and sign the register to be eligible.

Evaluation is based on an 80/20 price and preference model. Bidders must reach a minimum functionality score of 85 out of 100, judged on execution methodology (25 points), programme and resource credibility (25), key personnel experience (25) and comparable company experience covering both LPG and oxygen systems (25). The procurement is valued at up to R50 million, so the 80/20 system applies. Preference points are available for B-BBEE status and for ownership by Black women, Black youth and people with disabilities. For contractors, the benefit is access to a sizeable, multi-phase industrial gas project with a major state-owned enterprise, provided they can demonstrate verified experience, certified personnel and robust safety and quality management systems.

Suitable Businesses

This tender suits pressure piping and industrial gas contractors that hold a CIDB contractor grading of 3ME or higher (or can form a compliant joint venture), along with SAQCC Gas registration for LPG and oxygen installation. Bidders should be able to name a certified coded welder, a health and safety practitioner, and an AIA, and should have verified experience on comparable LPG and oxygen systems. Tax clearance, CSD registration and a valid B-BBEE certificate or affidavit are also required. Black-owned, women-owned, youth-owned and disability-owned enterprises may benefit from specific-goal preference points. Businesses without industrial gas or pressure-piping experience should not bid unless they plan a joint venture with a qualified partner.
