Four-year framework contract for civil maintenance and related works at the Department of Water and Sanitation's Eastern Operations. Restricted to contractors with CIDB grading 9 CE or higher and proven civil maintenance experience. A compulsory briefing session applies.
The Department of Water and Sanitation (DWS) has issued tender DWS09-0926WTE to appoint framework contractors for civil maintenance and other related works at its Eastern Operations. The framework agreement will run for four (4) years. Rather than awarding a single project, the framework establishes a panel of pre-qualified contractors who can be called upon as maintenance and civil works needs arise over the contract period. This model gives the department flexibility to respond to infrastructure faults and planned maintenance across its operational area without re-tendering each job.
Only respondents holding a CIDB contractor grading of 9 CE or higher are eligible to bid. Tenderers must also demonstrate relevant experience in civil maintenance work. Prospective bidders are required to attend a compulsory briefing and clarification meeting on 17 November 2026 at 10:00 at R103 Prospect Road, Midmar Dam, Howick. Attendees must bring a copy of the bid document, and a certificate of attendance must be completed by an authorised representative of the bidding company. Failure to attend or to provide the certificate may result in disqualification, so bidders should confirm these requirements carefully in the bid documents.
Bid documents are available from the DWS tender website (www.dws.gov.za/Tenders/tendersCurrent.aspx) and the National Treasury eTender Portal (www.etenders.gov.za). Technical queries should be directed to Mr M Zuma at zumam@dws.gov.za. Queries on completing the bid documents should go to the Bid Office at 012 336 8241/8151/6562 or bidenquirieswte@dws.gov.za (working hours 08:00 to 16:00). Completed bids must be deposited in the bid box at the entrance of the Zwamadaka Building, 157 Francis Baard Street, Pretoria, 0002, by the closing date of 14 January 2027 at 11:00. Bidders should allow time for delivery and check the closing requirements in the bid documents before submission.
Civil engineering and construction contractors holding CIDB grading 9 CE or higher with documented experience in civil maintenance works. It suits established firms that can support a multi-year, call-off style framework and can demonstrate capacity to deliver in the Eastern Operations area. Businesses below CIDB 9 CE are not eligible. Companies should attend the compulsory briefing on 17 November 2026 and prepare the required certificate of attendance.
