Detailed Description

The Winnie Madikizela-Mandela Local Municipality in the Eastern Cape is seeking a qualified civil engineering contractor to maintain the Meje Access Road under contract WMM-LM 000202. The project forms part of the municipality's 2026/2027 infrastructure programme. The contract covers the construction and maintenance of gravel roads within the municipal area, with the final road list to be provided to the appointed contractor. Bidders should note that the Schedule of Quantities is provided unpriced, so the total contract value is not stated in the tender documents.

The indicative scope includes site establishment and traffic accommodation, including a 3 km temporary deviation with associated flagpersons and signage. Earthworks comprise approximately 2,318 m³ of cut-to-fill and 3,150 m³ of roadbed compaction to 90% modified AASHTO density. The pavement is a 300 mm natural gravel structure (150 mm base and 150 mm subbase, G7 material compacted to 93% MAASHTO), with roughly 2,250 m³ of gravel layer works. Drainage works include cleaning existing stormwater pipes, constructing 600 mm diameter precast culverts with headwalls, and installing erosion protection such as gabion baskets, Reno mattresses, concrete dish drains and stone pitching. Other items include clearing and grubbing of about 2.4 ha, reconstruction of around 450 m of fencing, finishing of approximately 3,000 m of single-carriageway road reserve, road sign installation, a contract signboard, and rehabilitation of borrow pits and quarries in line with environmental requirements. Local labour is a core requirement: the contractor must use labour-intensive methods where feasible, employ local workers through a Community Liaison Officer, and comply with EPWP targets, with penalties for under-achievement. The works carry a six-month defects liability period, a 10% retention (reducing to 5% at practical completion) and a 10% performance guarantee.

Evaluation is split between functionality and price with specific goals. Bidders must score at least 70 out of 100 on functionality, assessed on relevant gravel road maintenance experience (with appointment letters, completion certificates and reference letters no older than three months), key personnel (a contracts or project manager with an NQF Level 6 civil engineering qualification, a health and safety officer, and a site agent or foreman), methodology, and the availability of key plant (TLB, three tipper trucks, grader, excavator, smooth roller, pad foot roller, water cart and low-bed truck, owned or under a signed plant hire agreement). The preference system is 80/20 or 90/10, depending on the lowest acceptable tender value. Mandatory returnables include company registration, director IDs, CSD registration, a valid SARS PIN, MBD forms 1, 4, 6.1, 8 and 9, and a municipal account clearance. Bids must be emailed by the closing time, and submissions must be on the original municipal forms. Because the tender documents list more than one email domain for submissions, bidders should confirm the correct submission address with the Supply Chain Management office before sending.

Suitable Businesses

This tender suits CIDB-registered civil engineering and road contractors graded 3CE or higher, particularly those with experience in gravel road maintenance, stormwater and culvert works, and erosion control. Bidders should own or have signed hire agreements for the required plant (TLB, tipper trucks, grader, excavator, rollers, water cart and low-bed) and be able to field a qualified contracts or project manager, a health and safety officer and a site agent. Local firms in the Alfred Nzo District and Eastern Cape, along with businesses owned by South African citizens, black people, women, youth, people with disabilities or military veterans, may benefit from the specific goals preference points. Contractors with experience in labour-intensive construction and EPWP-compliant local employment will be better placed to meet the scoring criteria. Small firms without the required plant or grading are unlikely to qualify unless they can secure plant through a formal hire agreement.
