The Department of Water and Sanitation (DWS) is seeking to establish a framework of pre-qualified civil contractors to carry out civil maintenance and other related works for its Southern Operations over a period of four (4) years. Under a framework arrangement, appointed contractors are placed on a panel and called upon, as and when required, to undertake maintenance and construction-related civil works on DWS water and sanitation infrastructure. This approach allows the Department to respond efficiently to recurring maintenance needs without running a separate tender for each individual job, while providing appointed contractors with a stable pipeline of work over the contract period.
Eligibility is strictly limited to tenderers holding a Construction Industry Development Board (CIDB) contractor grading of 9CE or higher. Tenderers must also demonstrate relevant experience in civil maintenance works, which should be substantiated with completed project references, performance records and supporting documentation as required in the bid documents. Prospective bidders are required to attend a compulsory briefing and clarification session held on 19 November 2026 at 10:00 at the Department of Water and Sanitation, 2 Hargreaves Avenue, Qonce, and must bring a copy of the bid document. A certificate of attendance must be completed by an authorised representative of the bidding company. Bid documents are available from the DWS website and the National Treasury eTender Portal.
The framework offers qualifying contractors a multi-year route to public sector work within the Southern Operations area, supporting business planning, workforce stability and long-term growth. Registered civil engineering and construction contractors holding a CIDB contractor grading of 9CE or higher, with demonstrable experience in civil maintenance works. Particularly suited to established civil contractors with capacity to undertake multi-year public infrastructure maintenance, and to those operating in or able to mobilise to the Southern Operations area of the Eastern Cape. Smaller contractors below 9CE grading are not eligible to bid.
