Overview

Summary

36-month contract for repair, preventive maintenance and calibration of medical equipment across public health facilities in all eight districts of the Eastern Cape. Accredited OEM or service vendors are required. Closes 13 November 2026.

Detailed Description

The Eastern Cape Department of Health is seeking qualified service providers to repair, maintain and calibrate medical equipment in public health facilities across the province, covering all eight health districts. The contract runs for 36 months and applies to both new and existing facilities. Its purpose is to improve the safety, availability, utilisation and functionality of medical equipment, and so strengthen the quality of health services. The Department prefers original equipment manufacturers (OEMs) and accredited service vendors (ASVs) for each equipment model offered. Successful bidders may be appointed per health service region, and the Department may split awards between more than one contractor for the same equipment type.

The scope covers corrective maintenance (reactive repairs), specialist preventive maintenance (PM), inspections, performance and electrical safety testing, calibration, application support, and user and maintenance training. Contractors must also supply OEM-compliant spare parts, accessories and consumables, with a mark-up on spare parts of up to 30%. Response times are set by equipment priority. Critical equipment, such as ventilators, defibrillators, CT scanners, infusion pumps and incubators, requires an 8-hour response (24-hour for some categories) and a 3-day completion, with 24-hour on-call emergency cover. Tactical equipment must be repaired within 7 days. Contractors are also expected to meet uptime targets, with penalties and possible warranty extensions if downtime exceeds set thresholds. Labour rates are capped by risk category: up to R1 500 per hour for clinical engineers on high-risk equipment, R1 000 for clinical engineering technicians on medium-risk equipment, and R600 for artisans on low-risk equipment. Calibration must be performed with instruments certified by a SANAS-approved body or the OEM.

Bidders must submit their bids online through the National Treasury eTender Portal by 11:00 on 13 November 2026. A non-compulsory virtual briefing will be held on 27 October 2026 at 10:00. Evaluation proceeds in three stages: administrative compliance (CSD registration, tax compliance, declaration of interest, and preference claim forms); functionality (accreditation schedules, qualified personnel with manufacturer certification, and at least three references per technician); and price, under the 80/20 preference point system. Pricing must include 15% VAT and be delivered on a DDP basis, and bids remain valid for 90 days. A performance security equal to 100% of the maintenance service fees is required within 30 days of award. Payment is due within 30 days of a valid invoice. For businesses with the required manufacturer accreditation and technical capacity, this tender offers a sustained, multi-year revenue stream and the opportunity to build a long-term relationship with a major provincial health department.

Suitable Businesses

This tender suits OEMs and their accredited service vendors that hold manufacturer accreditation to service and supply spares for the equipment in question. It also suits biomedical and clinical engineering firms with qualified clinical engineers, clinical engineering technicians and artisans, and calibration providers using SANAS-accredited test equipment. Businesses must be CSD-registered and tax-compliant, with the capacity to respond to critical equipment faults within hours across the Eastern Cape. Companies that qualify for specific-goals preference points (youth, women, people with disabilities, HDI or locality-based ownership) may benefit from the 20-point allocation. Joint ventures and consortia are permitted if they submit the required agreements. Businesses without manufacturer accreditation or in-house technical expertise, and general facilities-maintenance firms, are unlikely to meet the functionality requirements.
