A 12-month term contract to service, repair and newly install fire detection, gas suppression and fire-fighting equipment at government facilities in the Chris Hani District, Eastern Cape. Bidders need CIDB 2SF or higher, SAQCC registration and SANS 10139-compliant personnel.

Detailed Description

The Eastern Cape Department of Public Works and Infrastructure is seeking a qualified contractor under a 12-month NEC4 Term Service Contract (TSC) to service, repair and install fire equipment across approximately 27 government buildings in the Chris Hani District. The sites span the Enoch Mgijima, Emalahleni, A.B. Xuma, Intsika Yethu and Sakhisizwe municipal areas, including Komani, Whittlesea, Queenstown, Ngcobo, Cofimvaba, Cacadu, Emalahleni and Cala. Work covers fire detection panels, optical and heat detectors, sounder beacons, manual call points, gas suppression systems (80kg cylinders and 19kg server-room systems), fire hydrants, fire hose reels, portable extinguishers (CO2 and DCP), statutory signage and assembly point signs. Where new equipment is installed, pricing must include installation, testing, commissioning and end-user training with certificates. The contract ends when the 12-month period expires or the contract value is depleted, whichever comes first. Bills of quantities are provisional and are not to be used for ordering.

Technical and service requirements are demanding. All work must meet OEM specifications, SANS and SABS standards, and the OHS Act. Every service person must be registered under SAQCC Fire in the appropriate category, with verifiable proof of registration under SANS 10139, and a list of named competent personnel must be submitted. The contractor must provide a senior technician with at least four years of fire-system experience and at least two artisans with three or more years of experience. Response times are set at 15 minutes for logged calls and 45 minutes for 100% of after-hours breakdowns. Preliminary incident reports are due within 24 hours and full RCA reports within 48 hours. Monthly maintenance reports, daily check sheets, a 90/10 planned-to-unplanned maintenance split, and a defect liability period of at least three months for corrective work are also required. Written records must be kept for two years.

Evaluation follows a two-phase process under PPPFA and the 2022 Preferential Procurement Regulations, using an 80/20 price and preference split. Phase one covers compliance and responsiveness. Mandatory items include a compulsory briefing session on 2 November 2026 from 11:00 to 12:00 (non-attendance means disqualification), a CSD report showing tax compliance, a valid CIDB certificate or CRS number, a compensation fund letter of good standing, SBD 4 and SBD 6.1 forms, and a signed compulsory enterprise questionnaire. Bids are due by 11:00 on 10 November 2026 in a sealed envelope at the bid box at No. 1 Creamery Road, Old CPA Building, Kings Park, Komani. Tender validity is 90 days, and the successful bidder must provide a 2.5% performance guarantee from a bank or approved insurer. Tender documents are free from the departmental website, and security screening applies before award. This opportunity offers a multi-site, recurring revenue stream for contractors able to deliver consistent compliance across a wide geographic area.

Suitable Businesses

This tender suits fire protection and fire systems contractors with a CIDB 2SF grading or higher and SAQCC Fire registration, particularly those with experience servicing fire detection panels, gas suppression systems, hydrants, hose reels and extinguishers. Businesses must be able to deploy registered technicians and artisans in the Chris Hani District, provide 24-hour-type breakdown response, and attend the compulsory briefing. Joint ventures are eligible if each member is CIDB-registered and the combined grading meets the requirement. Small and medium enterprises owned by historically disadvantaged individuals, women, youth or people with disabilities, and Eastern Cape-based firms, may gain additional preference points under the specific goals criteria. Companies without a local office or Eastern Cape presence should consider partnering with a local firm.
