Eskom seeks a service provider to purchase, collect and remove electronic waste (excluding scrap meters) from various sites across its Gauteng operating unit over 36 months on an as-and-when basis. Bidders are evaluated on best price (80%) and B-BBEE status (20%), and must meet strict safety, environmental and technical requirements.
Eskom Holdings SOC Ltd, through its Investment Recovery section, invites offers from suitably qualified companies to purchase, collect and remove electronic waste from various Eskom sites within the Gauteng Operating Unit, covering Distribution, Transmission, ERI and Generation. The electronic waste is sold on an "as is" basis, and the contract runs for 36 months on an as-and-when basis, with work instructions issued by Eskom before each collection. Scrap meters are specifically excluded from this scope. Successful bidders must collect all electronic waste on site without sorting or selecting scrap, maintain a clean work area, and remove all waste to an approved disposal or landfill site. Contractors are responsible for their own transport, labour, certified plant and equipment, and any accommodation, water and toilet facilities at their own cost, and no accommodation is permitted on site.
Bidders must comply with the Occupational Health and Safety Act 85 of 1993, including submitting a project-specific risk assessment, a Section 37(2) agreement, a Letter of Good Standing with COIDA, and an SHE policy. Eskom's Life-Saving Rules, which set zero-tolerance standards for high-risk activities such as electrical work, work at height, seatbelt use, sobriety and permit-to-work, apply to all contractors on site. Environmental requirements include an environmental management policy, a waste management plan, a non-conformance procedure and safe disposal certificates or waste manifests for all material removed. Contractors must provide weighbridge tickets for loaded and empty vehicles, submit a reconciliation of collected material within two days of collection, and pay Eskom within the stipulated timeframe after sale, with proof of payment.
Evaluation is split between price and B-BBEE, with a technical evaluation (100%) comprising a desktop assessment and site visit inspection. Technical criteria cover the company's technical and mechanical capability, industry experience, second-hand goods registration, safety and environmental policies, site cleanliness, firefighting and oil-spill equipment, PPE, security, storage facilities, dismantling capability, fleet and whether the bidder processes material or acts as an agent. Mandatory returnables include a valid SARS tax clearance certificate, B-BBEE certificate or affidavit, second-hand goods certificate from SAPS or a licensee, SBD 4 bidder disclosure, integrity pact declaration, CIPRO documents, director ID copies and CSD registration. Bidders with open non-conformances or defaulted Eskom contracts will be disqualified. Offers must be submitted by email to the designated Informal Tendering address, and late submissions will not be accepted. Offers remain valid for 90 days after closing.
Licensed e-waste recyclers, scrap metal and electronic waste dealers, and waste management companies that hold second-hand goods registration and can provide certified safe disposal. Businesses must have their own transport, certified plant, qualified labour, COIDA good standing, B-BBEE status and a documented OHS and environmental management system. Companies with safety and environmental compliance experience, and the ability to mobilise across multiple Gauteng sites on short notice, are best positioned. Small and emerging B-BBEE enterprises may benefit from the 20% B-BBEE evaluation weighting. Companies that cannot purchase on an as-is basis, or that lack the capacity to remove material without sorting, should not apply.
