The uMzinyathi District Municipality invites qualified service providers to lease 25 water tankers for three years. Bids are scored on functionality (minimum 70 points to qualify), then on the 80/20 or 90/10 preferential points system. Bids close 26 November 2026.
The uMzinyathi District Municipality, based in Dundee, KwaZulu-Natal, is inviting suitable, qualified and professional service providers to lease 25 water tankers for a period of three (3) years. The requirement forms part of the municipality's efforts to maintain reliable water distribution services across its district. Tender documents are available from 27 October 2026 on the national e-Tenders portal (www.etenders.gov.za) and the municipal website (www.umzinyathi.gov.za).
Evaluation follows a two-stage process. In the first stage, bids are scored on functionality, with a minimum of 70 out of 100 points required to progress. Functionality criteria are weighted as follows: the number of vehicles under management, including full maintenance lease, finance lease and managed maintenance arrangements (20 points, supported by reference letters no older than two years); evidence of at least ten public sector leasing contracts for finance or full maintenance leases awarded between 1 January 2022 and the submission date (20 points); the number of years the company has performed fleet management services, supported by appointment letters (20 points); management experience (10 points); compliance certificates, including ICASA, RMI accreditation, COIDA and Information Regulator certificates (10 points); and a bank guarantee or guarantee of R100 million from an institution accredited by the FSB/FSCA or Reserve Bank (20 points). Qualifying bidders are then evaluated on price using the 80/20 or 90/10 preferential point system prescribed in the Council's Supply Chain Management Policy.
Bids must be submitted in a sealed envelope clearly marked with the tender number and title, and deposited in the official tender box at the reception area, Princess Magogo Building, 39 Victoria Street, Dundee, by 12:00 on Thursday, 26 November 2026. Late bids and bids sent by post, fax or e-mail will not be considered. Courier deliveries must be placed in the tender box and not handed to staff. Bids must remain valid for 120 days from the closing date. The municipality is not obliged to accept the lowest bid and reserves the right not to proceed or to accept only part of a bid. Technical enquiries may be directed to Mr S. Mawela (034 219 1500, mawelas@umzinyathi.gov.za), and Supply Chain Management enquiries to Mr Kwanda Ngubane (034 219 1500, kwanda@umzinyathi.gov.za), during office hours.
