Detailed Description

The Winnie Madikizela-Mandela Local Municipality is seeking a qualified civil engineering contractor to maintain the Mkhandlwini access road in Bizana, Eastern Cape (Alfred Nzo District), under contract WMM-LM 000200. The works are part of the 2026/2027 municipal infrastructure programme and fall under the General Conditions of Contract 2015 with COLTO 1998 standard specifications. The contractor must hold CIDB grading 3CE or higher. The indicative scope in the Schedule of Quantities includes accommodation of traffic over approximately 9.6 km, including flagmen, temporary signage and the construction and maintenance of deviations. Earthworks cover roughly 7,400 m³ of cut-to-fill and about 10,000 m³ of roadbed preparation compacted to 90% modified AASHTO density. Pavement works include 7,200 m³ of G7 gravel selected layers placed in 150 mm lifts. Drainage and structures include precast culverts (600 mm diameter pipes), three culvert inlet and three outlet headwalls, and cleaning of existing stormwater pipes. Erosion protection, road sign installation and finishing of the road reserve over 9,600 m are also included, along with process control testing, environmental management, occupational health and safety compliance and rehabilitation of borrow pits.

The project is designed to create temporary work opportunities for local communities. Labour-intensive methods are required wherever feasible under the Expanded Public Works Programme (EPWP), with designated L1 items to be built using local labour, supported by plant where necessary. Local labour is recruited through a Community Liaison Officer and a Project Liaison Committee, and the contractor must comply with minimum labour rates set out in the tender documents. Other contract conditions include a 14-day deadline to deliver the performance guarantee (10% of contract price, reducing to 5% after practical completion), a 6-month defects liability period, 10% retention reduced to 5% at practical completion, a penalty of R5,000 per day for late completion (capped at 5% of contract sum), and mediation as the dispute resolution method. Prices are fixed, with no escalation adjustments. Rates must be inclusive of VAT exclusions as specified in the pricing instructions, and tenderers must verify all quantities against the pricing data.

Bidders are evaluated first on functionality (minimum 70 out of 100) and then on price and specific goals under the 80/20 or 90/10 preference point system. Functionality criteria include the company's gravel road maintenance experience, the qualifications and experience of the proposed contracts or project manager, health and safety officer and site agent, a methodology statement, and proof of owned or hire-agreed plant (including a TLB, three tipper trucks, grader, excavator, smooth and pad foot rollers, water cart and low-bed truck). Mandatory returnables include company registration documents, certified director IDs, CSD registration, a valid SARS tax PIN, MBD forms 1, 4, 6.1, 8 and 9, a municipal account clearance, the signed Construction Regulations health and safety declaration and a letter of consent. Bids must be emailed to tenders.scm@winniemmlm.gov.za by 12:00 on 24 November 2026; late, incomplete or facsimile submissions are not accepted. The advert and documents reference more than one email domain and spell the project name differently, so bidders should confirm the correct submission address with the Supply Chain Management office before submitting.

Suitable Businesses

This tender is best suited to civil engineering and road construction contractors registered with CIDB at grade 3CE or higher, with prior experience in gravel road maintenance and access road works. Bidders should own or have signed hire agreements for the required plant, including a TLB, tipper trucks, grader, excavator, rollers, water cart and low-bed truck, and should be able to field a qualified contracts or project manager, a health and safety officer and a site agent. Businesses in or near Bizana and the Alfred Nzo District, particularly those able to recruit local labour through EPWP, are well positioned. Companies that are tax-compliant, CSD-registered and able to meet the specific goals for South African, black-owned, women-owned, youth, disability and military veteran enterprises may benefit from preference points. Small contractors that lack plant or the required CIDB grading, or that cannot provide the mandatory municipal account clearance and tax documents, should not apply.
