Summary

Maintenance of an access road in the Winnie Madikizela-Mandela Local Municipality, Eastern Cape, covering earthworks, gravel pavement layers, culverts, stormwater, road signage and fencing. Requires CIDB grading 3CE or higher. Bids close 24 November 2026 at 12:00.

Detailed Description

The Winnie Madikizela-Mandela Local Municipality has invited bids for the maintenance of the Ntlenzi to Bhukuveni access road, a rural gravel road in the Alfred Nzo District of the Eastern Cape. The contract is a civil engineering works contract governed by the General Conditions of Contract 2015 and the COLTO Standard Specifications (1998 edition), with project-specific amendments. The Schedule of Quantities indicates works including clearing and grubbing (approximately 3.7 ha), reconstruction of about 450 m of fencing, cut-and-fill earthworks and roadbed compaction (approximately 3,500 to 4,800 m³), and gravel pavement layers in 150 mm lifts (approximately 3,450 m³ of G7 material). Other items include accommodation of traffic and deviations (about 4.6 km), precast culvert installation (600 mm diameter pipes, headwalls and outlets), cleaning of existing stormwater pipes, erosion protection, road signage, finishing of the road reserve (about 4,600 m), overhaul haulage, and process control testing. The scope also includes rehabilitation of borrow pits and quarries, and environmental and occupational health and safety compliance. The quantities are estimates and remeasurable, and the scope may be adjusted during delivery.

The project is part of the 2026/2027 municipal infrastructure programme and must be delivered using labour-intensive methods where feasible, in line with the Expanded Public Works Programme (EPWP). Local labour must be recruited through a Community Liaison Officer and a Project Liaison Committee, with a minimum labour rate of R20/hour or R180/day for a 9-hour day. The contractor is also required to fund a Community Liaison Officer and a Health and Safety Officer, and to maintain a 6-month defects liability period. Penalties apply for late completion and for failing to meet local labour targets. The evaluation uses a two-stage process. Stage 1 is functionality, with a minimum score of 70 out of 100. It assesses gravel road maintenance experience, the qualifications and experience of the project manager, health and safety officer and site agent, the proposed methodology, and ownership or signed hire agreements for key plant (including TLB, tipper trucks, grader, excavator, smooth and pad foot rollers, water cart and low-bed truck). Stage 2 is price and specific goals, scored on either the 80/20 or 90/10 preference point system. Specific goals cover South African citizens, Black people, women, youth, persons with disabilities and military veterans.

Bidders must submit complete documentation by email to the municipality's SCM office before 12:00 on 24 November 2026. Late, incomplete or facsimile bids will not be considered. Required documents include entity registration documents, certified director IDs (not older than three months), CSD registration, a valid SARS PIN, MBD forms 1, 4, 6.1, 8 and 9, and a billing clearance or statement confirming no municipal accounts overdue by more than 30 days. Joint ventures must submit tax compliance documents for each partner and a signed agreement naming the lead partner. The tender documents contain some inconsistencies, including two different bid numbers (WMM-LM 000200 and 000201) and two email domains (winniemmlm.gov.za and mbizana.gov.za). Bidders should confirm the correct submission address and reference with the municipality before submitting. The listing is also currently marked as draft, so its status should be verified on eTenders.

Suitable Businesses

Civil engineering and roadworks contractors holding a CIDB grading of 3CE or higher, with prior experience in gravel road maintenance or construction and documented completion certificates and reference letters. Suitable applicants will have access to, or signed hire agreements for, the required plant (TLB, tipper trucks, grader, excavator, rollers, water cart and low-bed truck) and qualified key personnel, including a civil engineering project manager, a health and safety officer and a site agent. Businesses with the capacity to recruit and manage local labour through EPWP and community liaison structures in the Alfred Nzo District will be well placed. Contractors that can meet the functionality threshold of 70 points and maintain full tax, CSD and municipal account compliance are most likely to qualify. Smaller firms may participate through joint ventures or by subcontracting specialist work, provided they meet the joint venture documentation requirements. Businesses from the Winnie Madikizela-Mandela and wider Alfred Nzo area, and those owned by women, youth, persons with disabilities or military veterans, may benefit from the specific goals scoring.
