Two-year media monitoring and analysis service covering print, broadcast, online and social media, including daily monitoring, email alerts, monthly reporting and portal access. Requires proven public and private sector experience.
The National Heritage Council (NHC), a Schedule 3A public entity under the Public Finance Management Act, is seeking a service provider to monitor and analyse the media environment on its behalf for a period of two (2) years. The service must cover print, broadcast, online and social media. It will help the NHC keep abreast of media reports and developments in the heritage sector and respond promptly to media houses and journalists. Monitoring must be carried out daily across national, regional and local newspapers, national radio and television, South African-focused online media and blogs, and the main social media platforms (X, Instagram, Facebook and TikTok). The provider must also perform a once-off back-search of at least three months. Keyword tracking covers the NHC, its leadership, the Department of Sport, Arts and Culture, national commemorative days, and a broad list of heritage topics and institutions, including museums, archives, heritage resource agencies and UNESCO sites.
The deliverables include twice-daily email alerts for at least ten selected users, a monthly quantitative analysis of coverage (including advertising value equivalent), a monthly PR insight report identifying key media influencers, and objective monthly analysis of the NHC's media image and reputational risks. Weekly analysis of public perception, expressed by media commentators, stakeholders and NPOs, is also required, with identified trends, angles and potential reputational risks. The provider must give users 24-hour access to a password-protected online portal with archived reports, provide an accessible account manager during office hours, and supply a press distribution tool, a media contact database (and influencer database where possible) and a social media management tool for scheduling, conversation tracking, campaign creation and analytics. Training must be provided to two to six users, with continuous telephonic support.
Compulsory requirements are proven experience in media monitoring and evaluation for both private and public sector clients, profiles of the consultants who will undertake the work, and a minimum of two reference letters from prior clients for similar work implemented within the last five years. Quotations must be itemised, priced in South African Rand and inclusive of VAT and all associated costs, and remain valid for 60 days. Evaluation uses the 80/20 preference point system (80 points for price, 20 for specific goals) and is conducted in three phases. Bidders must submit a valid SARS Tax Compliance PIN, Central Supplier Database (CSD) registration, the completed SBD 4 and SBD 6.1 forms, a POPIA consent form, a signed Code of Conduct and the Supplier Evaluation Checklist, which covers SDG alignment and SMME/HDI status. Intellectual property in all deliverables vests in the NHC. Payment is due within 30 days of a valid invoice. Enquiries go to Ms Tebogo Shilakwe, and quotations must be emailed to procurement@nhc.org.za. Note: the eTenders listing shows a closing date of 13 November 2026, while the RFQ document states 1 October 2026 at 11:00. Interested suppliers should confirm the correct deadline with the buyer in writing before submitting.
Media monitoring and analysis firms, PR and communications agencies with media intelligence capabilities, and digital or social listening providers with South African media coverage. Bidders should have demonstrated media monitoring experience with public and private sector clients, the ability to provide two or more recent reference letters (within five years), and a consultant team with relevant qualifications. Businesses must hold a valid SARS Tax Compliance PIN and CSD registration. Qualifying SMMEs, B-BBEE-compliant firms and enterprises owned by women, youth, people with disabilities or local/rural businesses may benefit from the specific goals points under the 80/20 system. Small generalist agencies without monitoring tools or broad media source coverage are unlikely to meet the requirements.
