Agrément South Africa (ASA), a Schedule 3A public entity established under the ASA Act, 2015, is seeking a service provider to supply a fully functional, end-to-end Quality Management System (QMS) audit software solution for a period of 36 months. ASA provides assurance of fitness-for-purpose for non-standardised construction products and systems through certificate approval, annual quality and compliance inspections, and three-yearly validity reviews. The software must consolidate these quality activities on a tablet, allowing auditors to capture audit data, notes, photos and scanned documents, upload files from email and other sources, and generate reports. This re-advert is a Request for Quotations (RFQ) under the 80/20 preference point system for requirements up to R50 million.
The required system must manage audit plans linked to certificate holders, including target, rescheduled, actual and follow-up dates, QA status, classifications and contact details, with email-linked reminders for audits and validity reviews. It must produce five report types: annual quality and compliance inspection, QMS assessment (based on ISO 9001:2015), validity review, licensee report and site investigation report. Non-conformances must be tracked for expiry, closed with a client management signature, and reported on. The service provider is also responsible for implementing, deploying, hosting, supporting and maintaining the software, providing digital training guides and videos, and conducting at least two half-day training sessions for administrators and supervisors. The system must be able to interact with other systems, and the proposal must include a migration approach.
Bidders must submit a detailed proposal covering approach, resources, timing, migration, deliverables and turnaround times, quality measures and at least three contactable written references from clients served in the past 12 months. Mandatory documents include a CSD registration (or proof of registration), completed SBD 4 and SBD 6.1 forms, a signed General Conditions of Contract and a completed price schedule, with cost items for system installation and configuration, annual support services and training across Years 1 to 3, plus VAT. Points are allocated 80 for price and 20 for specific goals, including SMME status and more than 50% ownership by black women, black youth or people with disabilities. Proposals must be emailed to procurement@agrement.co.za by 12:00 on 18 November 2026, with the RFQ number as the subject line. Late submissions will not be evaluated, and the copyright in all works produced under the contract will be assigned to ASA.
ICT and software companies with experience delivering audit, compliance or quality management systems, particularly mobile or tablet-based field auditing solutions. Suitable for providers able to host and support software long-term, migrate data, integrate with other systems and deliver structured user training. Bidders must be CSD-registered, tax compliant, not on the Register of Tender Defaulters, and able to supply three contactable references from the past 12 months. SMMEs and businesses with more than 50% black women, black youth or disabled ownership can claim the specific-goals points, subject to documentary proof.
