Detailed Description

The National Research Foundation's South African Agency for Science and Technology Advancement (NRF-SAASTA) requires a suitably qualified and experienced service provider to supply, deliver and install new air-conditioning units, remove existing units and provide maintenance services for 24 months at the Didacta Building, 211 Nana Sita Street, Pretoria CBD. The contract is to be effective from approximately January 2027 and will be called off on an as-and-when-required basis. The scope covers new installations of wall-mounted split units (9,000, 12,000, 18,000 and 24,000 BTU), ceiling-suspended units (36,000 BTU) and cassette split units (18,000, 24,000 and 36,000 BTU) across multiple offices and common areas. Installation work includes all accessories, electrical connections, testing and commissioning, as well as the removal of old equipment, which remains the property of SAASTA. Ongoing maintenance covers annual servicing of approximately 110 existing split and round-flow units, bi-annual servicing of 19 newly installed units for warranty purposes, servicing of a concealed VRV unit in the auditorium, and quarterly servicing of an LG Multi V 5 heat pump system with 18 indoor units. The scope also includes repair and reinstallation work, such as Daikin cassette repairs that involve re-flaring pipes and regassing, scaffolding access for auditorium units, and a provisional sum of R50,000 for repairs, call-outs and parts.

Mandatory requirements are strict and bidders who fail to submit all required documents will be deemed non-responsive. Bidders must be registered on the CIDB at Grade 2ME or higher and carry professional indemnity and public liability insurance of at least R1,000,000. Each technician must hold a valid F-Gas registration, such as a SAQCC Gas Practitioner Card, and manufacturer training certificates for the products offered. Bidders must also provide written references for similar air-conditioning service, supply and installation projects completed within the required period, a quotation on company letterhead specifying brand and model numbers, a valid Tax Clearance Certificate, CSD registration and, where claiming preference, a SANAS-accredited B-BBEE certificate or sworn affidavit. Work must comply with SANS 10147 (refrigeration systems), SANS 10142 (wiring code), SANS 10400-O (building regulations), and the Occupational Health and Safety Act 85 of 1993. Installations must meet a noise limit of no more than 3 dB(A) above ambient at the site boundary, and bidders must provide a certificate of compliance on completion. The one-year workmanship guarantee requires a response within 24 hours after installation, while maintenance call-outs require a technician on site within 120 minutes for curative repairs, with critical incidents attended within one hour and all other incidents within two hours.

Evaluation follows the 80/20 preference point system, with 80 points for price and 20 points for NRF-SAASTA specific goals. These goals include B-BBEE contributor level, ownership by Black, Black women, Black youth and people with disabilities, and EME or QSE status. A compulsory briefing session and site inspection took place on 13 November 2026 at SAASTA, 211 Nana Sita Street, Pretoria. Quotations must be emailed to quotes2@saasta.nrf.ac.za by 11:00 on 23 November 2026, and late submissions will not be considered. Quotes must be valid for 60 days from the closing date. Prices must be VAT-inclusive in South African Rand, and no price changes will be accepted after a purchase order is issued. Service performance is governed by agreed key performance indicators, with penalties for non-delivery, incomplete projects or substandard work. For this contract, the benefit to a successful provider is a 24-month recurring service relationship with a public research institution, supported by a clear specification and a defined scope of work.

Suitable Businesses

This tender is best suited to registered HVAC and refrigeration contractors holding a CIDB Grade 2ME or higher and a valid F-Gas registration for their technicians. Companies with manufacturer training in the air-conditioning brands specified (including Daikin, LG and Mitsubishi-type VRV systems), professional indemnity and public liability cover of at least R1 million, and Pretoria-area capacity to meet 1 to 2 hour response times are strong candidates. Emerging EMEs and QSEs, and businesses at least 51% owned by Black, Black women, Black youth or people with disabilities, can benefit from the 20-point specific goals scoring. Larger facilities contractors may also apply if they can meet the mandatory requirements and deliver the full scope.
