Overview

Summary

Supply and delivery of electrical materials, including LED lighting, circuit breakers, switches, plugs and 1.5mm² to 6mm² cabling, for a Water and Sanitation project in KwaZulu-Natal. Bids are scored 80% on price and 20% on specific goals such as ownership, B-BBEE status and local presence.

Detailed Description

The Department of Water and Sanitation is seeking a registered supplier to provide and deliver electrical materials for the Midmar Access Roads Project in Howick, KwaZulu-Natal. The request covers ten line items: a 32A double-pole geyser isolator, 4x4 double plugs (5 units), earth leakage units or circuit breakers (3 units), 1.2m LED fluorescent light fittings (4 units), 1.2m LED tubes (8 units), 20W slim float lights (2 units), one-lever switches (3 units), and 100m rolls of 6mm², 2.5mm² and 1.5mm² surfix cable. Each item is quantity-based, and the supplier is responsible for delivery to the specified end-user site. Technical requirements are set out in the attached specification document (UE-28), and all items must meet that specification.

The tender is governed by the Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations, 2022, using the 80/20 preference point system. Price accounts for 80 points. The remaining 20 points are allocated to specific goals: women ownership (5 points), disability ownership (5 points), youth ownership (5 points), location of enterprise within KwaZulu-Natal (2 points), and B-BBEE status level 1 to 2 for EMEs or QSEs (3 points). Bidders must claim these points using SBD 6.1 and provide supporting proof when requested. Failure to submit proof means the points are not awarded.

Bidders must complete the mandatory forms, including SBD 1 (invitation to bid), SBD 4 (declaration of interest), SBD 6.1 (preference claim) and the BBBEE/EME/QME reporting letter. They must also hold a valid Central Supplier Database (CSD) registration and a SARS tax compliance PIN, and must disclose any related enterprises or connections to organs of state. Submissions are accepted by email to the contacts listed in the bid documents. Late bids will not be accepted. The closing date is 10 November 2026 at 11:00. Suppliers should confirm the final closing date and submission details in the official eTenders listing before submitting.

For suppliers, this opportunity offers a defined, government-backed order with clear evaluation criteria. Its preference points create a practical advantage for qualifying EMEs, QSEs and businesses owned by women, youth or people with disabilities, particularly those based in KwaZulu-Natal. Early compliance preparation, including CSD and tax status checks, is essential because incomplete submissions risk disqualification.

Suitable Businesses

Electrical wholesalers, distributors and suppliers that can provide the listed items with delivery to KwaZulu-Natal. Strongest fit for suppliers registered on the CSD with a valid SARS tax compliance PIN, and for EMEs or QSEs at B-BBEE level 1 to 2. Businesses that are women-, youth- or disability-owned, or based in KwaZulu-Natal, can claim additional preference points if they provide proof. Small electrical contractors buying materials in bulk may also find this relevant, though the tender is intended for suppliers, not installation services.
