Overview

Summary

Eskom seeks 100 qualifying panel contractors to install and commission smart meters, data concentrators, IPC connectors, split metering kiosks and related accessories, including decommissioning and disposal of existing meters in the LimLanga cluster. The contract runs for 2 years, requires CIDB grading (Level 3 EB or higher), and imposes minimum functionality thresholds covering training, company experience, vehicles and tools.

Detailed Description

Eskom Holdings SOC Ltd, through its Distribution Division in the LimLanga cluster, has invited tenders for the appointment of 100 qualifying panel contractors to deliver a smart metering programme over a two-year period. The scope covers the installation and commissioning of smart meters, data concentrators (DCU/ECU), ready board retrofits, access covers, insulation piercing connectors (IPC), pole-top split metering kiosks, secure pole-mount DC kiosks and all associated accessories. It also includes the decommissioning, scrapping and disposal of existing meters. The work is governed by an NEC3 Engineering and Construction Contract, with pricing submitted through a bill of quantities and a contract price adjustment formula for the portion of the contract beyond the first year.

Tenderers must pass a mandatory compliance stage and a functionality evaluation scored out of 100 with a minimum threshold of 85%. Mandatory requirements include a valid Department of Labour Letter of Registration as an Electrical Contractor with an Installation Electrician or Master Installation Electrician. Functionality is weighted as follows: training (20%), relevant company experience in smart meter, electrification or infill projects (35%), vehicles including a crane-equipped truck, a 4x4 or double-cab bakkie with ladder rack and transport for workers (25%), and tools and equipment such as multimeters, phase rotation meters and fibreglass ladders (20%). Resources must be dedicated solely to the tenderer, as sharing vehicles, tools or equipment with other contractors is prohibited. Successful tenderers will be subject to a site assessment and must then satisfy contractual requirements before award, including PDE/SCOT access, MV and LV authorisations, OHS and environmental compliance, quality management documentation (ISO 9001-aligned), and a financial viability review.

The tender offers meaningful opportunities for registered electrical contractors with established field crews, fleets and quality systems, and it supports Eskom's supplier development and localisation objectives through skills development, job creation and SDL&I commitments prioritising local communities. Preference points are awarded on a 90/10 price and B-BBEE basis. Prospective tenderers should review the full suite of supporting documents, attend the non-compulsory clarification meeting on 13 November 2026, and ensure all returnables are submitted by the closing date of 30 November 2026 at 10:00 via the Eskom e-Tendering portal. Early preparation of training certificates, vehicle registration or rental agreements, and tool registers is strongly advised, as incomplete mandatory submissions result in disqualification.

Suitable Businesses

Registered electrical contracting companies holding a valid DoL Letter of Registration with an Installation Electrician or Master Installation Electrician, and a CIDB contractor grading of Level 3 (EB) or higher, or capable of registering within the required period. Suitable for businesses with experience in smart metering, electrification, or LV/MV reticulation and house connection work, with their own dedicated trucks with aerial devices, LDVs, transport for workers, and owned or contracted tools and test equipment. Joint ventures and consortia may apply if each member is CIDB-registered and the JV agreement meets Eskom's joint-and-several liability requirements. Small and black-owned enterprises may benefit from the 90/10 preference system and Eskom's SDL&I objectives, though all bidders must meet the 85% functionality threshold and mandatory requirements.
