Panel appointment for the supply, delivery and offloading of cleaning materials, cutlery, groceries, stationery and PPE to W&RSETA headquarters and regional office on an as-and-when-required basis for three years. Bids close 04 December 2026 at 11:00 via eTenders.
The Wholesale and Retail Sector Education and Training Authority (W&RSETA) is inviting bids to establish a panel of suppliers for the supply, delivery and offloading of consumables to its headquarters and regional office. The categories covered are cleaning materials, cutlery, groceries, stationery and personal protective equipment (PPE). Orders will be placed on an as-and-when-required basis over a period of three (3) years, so successful panel members will not be guaranteed fixed volumes but will receive call-off orders as the organisation's needs arise. Detailed item specifications are provided in a separate specifications document, which bidders should review before pricing.
Bidders must submit their responses electronically through the National eTender Portal (www.etenders.gov.za) by the closing date of 04 December 2026 at 11:00. No physical documents will be accepted unless otherwise stated. A compulsory briefing session is not applicable. Bids must include a compliance document, a technical proposal and a price proposal, and must be submitted on the official forms without retyping or alteration. Bids remain valid for 120 days from the submission date. Prices must be quoted in South African Rand and must include VAT where applicable and all disbursements, including delivery and offloading. Bidders must be registered on the Central Supplier Database (CSD) and provide a valid Tax Compliance Status (TCS) PIN or CSD number. Required forms include the Declaration of Interest (SBD 4) and the Preference Point Claim Form (SBD 6.1), and the successful bidder will be required to sign a written contract (SBD 7).
The tender is subject to the Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations 2022. The 80/20 preference point system applies, allocating 80 points to price and 20 points to specific goals, which include B-BBEE ownership by black people, women, people with disabilities and youth, as well as SMME status and local economic development. Bidders may subcontract no more than 25% of the contract value, and any subcontracting or joint venture arrangement must be supported by a signed agreement setting out roles, responsibilities and, for joint ventures, the lead partner and percentage contribution. The W&RSETA may negotiate with preferred bidders and may require presentations or proof of functionality. Penalties apply for late delivery attributable to the service provider, and payment is due within 30 days of a valid invoice. Non-compliant or late bids will not be considered, and no bids will be accepted from persons in the service of the state or from companies whose directors are in the service of the state.
Wholesalers, distributors and suppliers of cleaning materials, stationery, groceries, catering consumables and personal protective equipment, particularly those able to deliver and offload goods to office premises on short notice. Businesses must be registered on the Central Supplier Database, hold a valid Tax Compliance Status PIN, and be able to provide B-BBEE documentation to claim preference points. Small, medium and micro enterprises (EMEs and QSEs), and businesses that are black-owned, women-owned, youth-owned or disability-owned, may benefit from specific goals points. Joint ventures and consortia may apply if they provide the required agreement and documentation. Bidders must not have directors or owners employed in the state service.
